Minimum Qualifications
A Bachelor's degree in criminal justice, behavioral sciences, social work, counseling, or a related discipline along with two years of relevant professional experience; or any equivalent combination of related training and experience. Candidates nearing the completion of the educational and experience requirements may be considered for trainee status.
A valid Florida Driver License is mandatory, along with a Motor Vehicle Record that complies with the standards set by Alachua County policy. Motor Vehicle Records will be evaluated prior to employment.
Must successfully obtain the FDLE Criminal Justice Information System (CJIS) Certification within one month of employment, which is essential for access to the Florida Crime Information Center (FCIC)/National Crime Information Center (NCIC). This certification must be maintained as a condition of employment, with re-certification required every two years.
For positions within the Pretrial Services Division, candidates must achieve the National Association of Pretrial Services Agencies (NAPSA) Certified Pretrial Services Professional (CPSP) certification within one year of employment and maintain it according to NAPSA standards, with re-certification every three years.
Successful completion of all relevant background checks prior to hiring and ongoing is required.
Position Summary
This role entails a responsible, professional position within the criminal justice system, focusing on community supervision of pretrial defendants and sentenced offenders, as well as conducting pretrial release investigations.
An employee in this position will attend court hearings and oversee court proceedings to provide judicial support, acting as a liaison between the department, the court system, and other criminal justice and support agencies.
Work is conducted under the general guidance of a higher-level supervisor and is assessed through meetings, reports, and evaluation of outcomes achieved.
Examples of Duties
ESSENTIAL JOB FUNCTION
This classification is essential during emergencies. In the event of a disaster or emergency declaration, all employees in this role are required to report to work.
Exhibits a strong customer service orientation. Promotes a positive organizational culture by aligning decisions with the Department's mission and core values, which include integrity, honesty, respect, diversity, innovation, accountability, and communication.
Conducts assessments and screenings for risk and needs, including for specialized populations such as those affected by domestic violence; formulates release and/or supervision plans to mitigate risks and address identified needs.
Supervises specialized pretrial and probation caseloads; completes pretrial release investigations and develops recommendations for release/detention and case plans for the court; refers clients to internal and external programs to meet their needs.
Represents the Department at court proceedings, including first appearance hearings, treatment court sessions, and violation hearings.
Conducts office and field visits with clients and engages in collateral contacts with family, community, and agency partners to implement case plans and verify client compliance with court directives.
Monitors clients' adherence to all court-ordered special conditions; assesses their ability to meet court-ordered financial obligations; collaborates with clients and the court to establish payment options.
Maintains confidential records with high attention to detail, including investigations, court orders, modifications, violations, and necessary revocations.
Utilizes computer software and information systems to ensure timely and accurate data entry of client and casework in accordance with Department procedures.
Collects and processes urine samples for drug screening.
Provides assistance to colleagues as needed.
Completes training as directed and consistently demonstrates proficiency and fidelity to the established model.
Operates a County and/or personal vehicle to fulfill job responsibilities.
Performs assigned duties with professionalism and a sense of urgency.
KNOWLEDGE, SKILLS AND ABILITIES
Thorough understanding of state and local laws, regulations, and professional standards related to pretrial release and probation practices.
Comprehensive knowledge of the criminal justice system and its processes.
Familiarity with current treatment practices for alcohol abuse, drug abuse, mental health issues, and domestic violence, as well as the psycho-sociological factors influencing criminal behavior.
Ability to communicate effectively, both orally and in writing, and to assess clients' physical, mental, and legal statuses, as well as their risk and needs.
Capacity to independently investigate client histories and current circumstances, and to devise rehabilitation plans tailored to individual needs.
Ability to operate a motor vehicle in compliance with County Motor Vehicle Operation Policy.
Competence in conducting investigations, evaluating findings, preparing reports, and presenting recommendations and release plans to the court.
Aptitude for establishing and maintaining effective working relationships and securing cooperation from clients, their families, and other members of the public and criminal justice community.
Ability to interpret and apply laws, statutes, policies, and procedures, making independent decisions within established deadlines.
Skill in planning and organizing work efficiently.
Proficiency in creating and maintaining accurate and comprehensive client records within a computerized information management system.
