Position Overview:

At NJ TRANSIT, we are dedicated to enhancing the efficiency and safety of transportation services across North America. We are currently seeking a Chief Audit Executive to lead our internal audit functions.

Key Responsibilities:
  • Formulate and execute a thorough annual audit strategy for NJ TRANSIT, focusing on risk assessments across critical sectors such as Capital Programs, Procurement, Management Information Systems, and Finance.
  • Act as the representative for Internal Audit in executive meetings with external agencies and senior management.
  • Provide quarterly updates to the Board of Directors' Audit Committee regarding audit progress and address any inquiries or concerns.
  • Participate in Board meetings, review agenda items, and advise on potential audit-related issues.
  • Establish auditing policies and oversee technical and administrative functions, including defining audit scopes, objectives, risks, and concerns.
  • Collaborate annually with business units to conduct a comprehensive Enterprise-Wide Risk Assessment.
  • Authorize the dissemination of audit reports, highlighting findings and recommendations for resource optimization and regulatory compliance.
  • Evaluate the effectiveness of corrective actions taken by management in response to identified deficiencies.
  • Engage with external agencies to ensure timely responses to audit-related inquiries from federal or state entities.
  • Oversee audits related to capital projects, procurement, and contractor compliance to ensure timely and efficient operations.
  • Conduct specialized operational and financial reviews as requested by senior leadership.
  • Manage ongoing audits of electronic data processing functions to ensure optimal use and user satisfaction.
  • Retain and supervise external audit services as required by regulations or executive directives.
  • Investigate instances of fraud, waste, and abuse within the agency and recommend further actions as necessary.
Qualifications:

Applicants should possess a Bachelor’s Degree in Business Administration, Accounting, or a related field, along with a minimum of ten years of audit and management experience, including seven years in a supervisory capacity. Professional certifications such as CPA or CIA, as well as advanced degrees, are preferred.
