Position Overview: For Pacifica Continental, we are seeking an experienced I&E Project Manager / Electrical Engineer. This role involves leading diverse project teams throughout the entire project life cycle, ensuring effective communication of project status to stakeholders. The individual will be responsible for the overall execution of projects, focusing on cost management, resource allocation, timely completion, and achieving specific functionality targets. Additionally, this position may require serving as the lead Mechanical Design Engineer on various projects.

Key Responsibilities:

  • Manage the execution of assigned capital and expense projects, ensuring alignment of engineering and construction resources with project capital and schedule parameters.
  • Oversee the development of new project ideas in collaboration with the Front End Loading Engineering Manager to meet site project execution needs.
  • Conduct scope and project reviews, developing project justifications and presentations for site and senior leadership.
  • Provide technical solutions to plant challenges based on relevant expertise.
  • Implement project workflows utilizing both internal and external resources for efficient execution of all assigned project work.
  • Manage all aspects of assigned projects to meet deliverables.
  • Ensure adherence to Key Performance Indicators (KPIs) for effective project execution.
  • Maintain safety, schedule, cost, and operational performance standards.
  • Ensure compliance with safety and environmental regulations in project design.
  • Coordinate Process Safety Management reviews and necessary documentation updates for assigned projects.
  • Provide consistent project updates through effective communication with relevant personnel.
  • Oversee overall project scope, cost development, engineering design, drafting, construction, commissioning, and training documentation.
  • Ensure activities comply with the integrated management system, including safety, environmental, and quality requirements.
  • Regular presence in the workplace is essential, with the potential for extra hours as needed.
  • Collaborate effectively with team members from diverse backgrounds.
  • Assist colleagues in achieving company goals and follow supervisor instructions for additional duties.
  • Engage in Environmental, Health, & Safety initiatives and complete required training programs.

Qualifications:

  • Bachelor's Degree in Electrical Engineering with a minimum of 10 years of relevant experience preferred.
  • Bachelor's Degree in Mechanical, Civil, or Chemical Engineering with at least 10 years of engineering experience in a petrochemical or refining facility, demonstrating knowledge in instrumentation, controls, and electrical power distribution.
  • Experience in front-end design and detailed project functions is desirable.
  • Familiarity with project execution staged gate processes is preferred.
  • Must possess or be able to obtain a Transportation Worker Identification Credential (TWIC).
  • CAPM certification is preferred; PMP or PgMP certification is also desirable.
  • Proficiency in Internet, Email, and Microsoft Office tools is required.
  • Strong understanding of project scheduling practices, including critical path analysis, with familiarity in software such as Primavera P6 and Microsoft Project.
  • Experience with SAP is a plus.
  • Excellent verbal and written communication skills, along with strong planning and organizational abilities.
  • Proven analytical skills with the ability to apply knowledge to identify optimal solutions.
  • Able to solve complex problems and identify appropriate resources.
  • Ability to build relationships and lead cross-functional teams.
  • Knowledge of engineering principles, environmental regulations, project management methods, workplace safety, budgeting, and personnel management.
  • Familiarity with high-power electrical distribution systems (up to 69kV) and distributed control systems (Foxboro and DeltaV).
  • Understanding of process instrumentation and control system design.
