Position Overview

The Supervising Real Property Appraiser is responsible for overseeing a diverse range of complex assessment and appraisal tasks aimed at determining the fair market value of various properties, including both developed and undeveloped land. This role encompasses a variety of property types such as agricultural, residential, commercial, industrial, and specialized properties.

As a first-line supervisory position, the role involves tactical responsibilities, focusing on the daily operations of appraisal functions and managing associated personnel. Key duties include organizing, directing, prioritizing, and evaluating the work of appraisal staff, along with handling personnel functions such as selection, performance evaluations, and disciplinary actions.

Key Knowledge and Skills

Required Knowledge:

  • Understanding of the department's mission, services, and products.
  • Familiarity with modern appraisal techniques and automated systems for assessing various property types.
  • Knowledge of construction methods, materials, and associated costs.
  • Awareness of laws and regulations impacting property tax assessments.
  • Insight into California property tax legislation and local ordinances.
  • Comprehension of factors influencing land valuation.
  • Ability to analyze economic trends affecting property values.
  • Proficiency in public speaking and delivering presentations.
  • Understanding of budgeting principles within the public sector.
  • Knowledge of organizational management and administration.
  • Familiarity with supervision and employee relations principles.
  • Skills in interviewing and investigative procedures.

Required Abilities:

  • Ability to interpret and apply complex regulations and codes related to property valuation.
  • Skills in researching and utilizing various property records for appraisal purposes.
  • Competence in understanding property maps and legal descriptions.
  • Proficiency in conducting physical inspections and appraisals.
  • Capability to evaluate and summarize appraisal-related data.
  • Strong written and verbal communication skills in English.
  • Ability to understand and meet customer needs effectively.
  • Skills in performing complex calculations related to property assessments.

Employment Requirements

Minimum Qualifications:

Candidates must have either two years of experience in a related appraisal role or a degree from an accredited institution, along with three years of experience in property appraisal, specifically in commercial properties.

Special Requirements:

Candidates must possess a valid appraiser certification from the California State Board of Equalization and a valid California Driver's License.

Probationary Period:

The probationary period for this classification is six months.
