Job Overview and Responsibilities

This position involves overseeing the operations of the Welfare Exemption Section and the Legal Entity Ownership Program within the County-Assessed Properties Division. The Lead Property Appraiser (LPA) will be responsible for planning, organizing, directing, and assessing the performance of the team engaged in the review of Organizational Clearance Certificate (OCC) and Supplemental Clearance Certificate (SCC) claims related to welfare and veterans' organization exemptions.

The LPA will conduct compliance audits of an organization's foundational documents, tax-exempt status, and activities to ensure adherence to statutory requirements for exemption as mandated by the Revenue and Taxation Code. Additionally, the LPA will oversee the compliance audits of low-income housing limited partnerships to verify that they meet the regulatory requirements for managing general partners.

This recruitment is intended to fill multiple vacancies and may be utilized for additional identical openings that arise within a specified timeframe.

Under applicable government regulations, this role may allow for full or part-time telecommuting for qualified candidates residing in California.

Working Environment

  • Telecommuting options available up to fifty percent (50%) of the time.
  • Standard office setting.
  • Requires prolonged periods of stationary work typical of office tasks.
  • Daily utilization of a personal computer and office equipment.
  • Ability to lift and transport records or equipment weighing up to twenty (20 lbs.) with or without reasonable accommodation.

Special Qualifications

  • Participation in E-Verify is required, and the employer will submit Form I-9 information to confirm work authorization in the U.S.
  • A valid California Driver's License is necessary.
  • Effective communication skills with all levels of staff and the public are essential.
  • A high level of professionalism and courtesy must be demonstrated in all interactions.
  • Proficiency in Microsoft Office Suite, internet navigation, and database management is required.
  • Maintenance of a Board of Equalization (BOE) Appraiser Certificate, including ongoing education, is mandatory.
  • Occasional travel throughout the state may be required, up to ten percent (10%) of the time.
