Job Summary

The State of Connecticut is seeking a highly skilled and experienced professional to fill the role of Chief of Fiscal and Administrative Services. This key leadership position is responsible for overseeing the fiscal and administrative operations of the agency, ensuring the efficient management of financial resources, and supporting the strategic goals of the Department of Energy and Environmental Protection.

Key Responsibilities

  • Lead a team of dedicated professionals in fiscal and administrative functions, including budget preparation and management, accounting and financial reporting, and program development and evaluation.
  • Develop, implement, and evaluate division policies, goals, and objectives, and design and develop division programs and activities.
  • Direct financial planning activities, including long and short-term forecasting, and assist EDP experts in planning and implementation of financial aspects of EDP systems.
  • Utilize EDP systems for financial analyses, prepare programmatic fiscal/administrative analysis and impact statements on proposed regulations and legislation, and lead the recruitment and hiring of staff.
  • May direct a program of internal and/or external audit, and may ensure conformance in a facility or institution with related standards of JCAHO, OSHA, Environmental Protection, and other regulatory agencies.

Requirements

  • Considerable knowledge of and ability to apply management principles and practices, and ability to apply relevant state and federal laws, statutes, and regulations.
  • Considerable interpersonal skills, oral and written communication skills, and considerable ability in preparation and analysis of financial and statistical reports.
  • Ability to utilize EDP systems for financial management, and experience in a combination of fiscal/administrative functions, including accounting, budget management, grants administration, personnel, payroll, purchasing, and contract administration.

Preferred Qualifications

  • Experience evaluating the efficiency and effectiveness of administrative programs and overseeing the development of program improvements.
  • Experience interpreting federal and state laws and regulations, including environmental and energy programs and policies.
  • Experience with purchasing, including solicitation, procurement, and contracting, ensuring adherence to purchasing standards.
  • Experience managing revenue accounting, and experience with a financial software tool that manages transactional costs associated with assets from inception to retirement.
  • Experience overseeing budget functions for a state agency, municipal entity, non-profit organization, or for-profit organization.
  • Experience presenting financial information to external stakeholders, including legislative committees and internal stakeholders, including program managers and executive leaders.
  • Experience leading and developing a team through staff development, planning, delegation of work, and conflict resolution.
  • Experience implementing programs pertaining to diversity, equity, and inclusion.
