About the Role

We are seeking a highly skilled and experienced professional to fill the position of Chief of Fiscal and Administrative Services at the State of Connecticut. This is a key leadership role that requires strong analytical skills, a collaborative approach, and the ability to drive innovation and process improvements.

Key Responsibilities
  • Lead a team of dedicated professionals in the fiscal and administrative operations of the agency.
  • Manage a large, complex budget with multiple revenue streams.
  • Provide expert guidance on fiscal policy and administrative processes.
  • Develop, implement, and evaluate division policies, goals, and objectives.
  • Design and develop division programs and activities.
  • Implement new procedures and procedural revisions.
  • Determine appropriate staffing levels and direct management and coordination of staff.
  • Design and implement performance review standards for division staff.
  • Maintain contacts with individuals within and outside of the division who might impact on policy or program activities.
  • Act as liaison for the department with internal and external state contacts.
  • Direct financial planning activities, including long and short-term forecasting.
  • Assist EDP experts in planning and implementation of financial aspects of EDP systems.
  • Utilize EDP systems for financial analyses.
  • Prepare programmatic fiscal/administrative analysis and impact statements on proposed regulations and legislation.
  • Lead the recruitment and hiring of staff, including outreach, interview, and selection.
  • May direct a program of internal and/or external audit.
  • May direct support services such as maintenance, duplicating services, switchboard, mailroom, food services, security, and housekeeping.
  • May ensure conformance in a facility or institution with related standards of JCAHO, OSHA, Environmental Protection, and other regulatory agencies.
Requirements
  • Considerable knowledge of and ability to apply management principles and practices.
  • Ability to apply relevant state and federal laws, statutes, and regulations.
  • Ability to apply principles and practices of public administration with special reference to governmental budget management and governmental accounting.
  • Considerable interpersonal skills, oral and written communication skills.
  • Considerable ability in preparation and analysis of financial and statistical reports.
  • Ability to utilize EDP systems for financial management.
Preferred Qualifications
  • Experience evaluating the efficiency and effectiveness of administrative programs and overseeing the development of program improvements.
  • Experience interpreting federal and state laws and regulations, including environmental and energy programs and policies.
  • Experience with purchasing, including solicitation, procurement, and contracting, ensuring adherence to purchasing standards.
  • Experience managing revenue accounting.
  • Experience with a financial software tool that manages transactional costs associated with assets from inception to retirement.
  • Experience overseeing budget functions for a state agency, municipal entity, non-profit organization, or for-profit organization.
  • Experience presenting financial information to external stakeholders, including legislative committees and internal stakeholders, including program managers and executive leaders.
  • Experience leading and developing a team through staff development, planning, delegation of work, and conflict resolution.
  • Experience implementing programs pertaining to diversity, equity, and inclusion.
