Job Title: CFIUS Risk Specialist

Excalibur Associates Inc. is seeking a highly skilled CFIUS Risk Specialist to join our team in support of the United States Department of Agriculture (USDA), Office of Homeland Security (OHS), National Security Division (NSD).

Job Summary:

The CFIUS Risk Specialist will contribute to the mission of safeguarding the United States from economic or technological threats to national security arising from foreign investments in land, infrastructure, and agricultural (animal and plant) research, technologies, products, and operations.

Key Responsibilities:
  • Conduct thorough research and analysis to identify potential risks and threats to national security.
  • Develop and maintain program level written directives for federal, state, or university personnel.
  • Perform research and assessments into white-collar crime as specifically related to contractual and financial transactions.
  • Perform research into technological advancements (in the area of agriculture biotechnology a significant plus).
  • Experience in the protection of technology transfer.
  • Performing intelligence/counterintelligence research, analysis, and/or reporting.
  • Performing audit, legal, risk, or compliance services in a security or financial field.
Requirements:
  • Top-Secret Clearance – SCI eligible (non-negotiable)
  • Minimum of 1 year of relevant work experience with a bachelor's degree in a relevant field or a combination of high school diploma and 3 years relevant work experience.
  • Desired areas of experience (or similar):
    • Technical writing skills developing and maintaining program level written directives for federal, state, or university personnel.
    • Performing research and assessments into white-collar crime as specifically related to contractual and financial transactions.
    • Performing research into technological advancements (in the area of agriculture biotechnology a significant plus).
    • Experience in the protection of technology transfer.
    • Performing intelligence/counterintelligence research, analysis, and/or reporting.
    • Performing audit, legal, risk, or compliance services in a security or financial field.
Benefits:
  • Salary (Exempt) Position
  • Starting annual salary $135,000 - $160,000 (depending on experience, skills and knowledge)
  • Direct CFIUS experience opens eligibility for increased starting pay
  • Paid vacation as follows: 10 days each year for the first 5 years of employment, (granted on your anniversary date.) After 5 years, you will earn 15 days of paid vacation
