Job Summary

We are seeking a highly skilled and experienced Program Manager to join our team at the Department of Transportation. As a key member of our leadership team, you will be responsible for directing the work of a team and having full responsibility for directing tasks and responsibilities, and for balancing the workload assigned to employees on the Training and Development Team within the Office of the Chief Counsel, Operations Division (AGC-10).

Key Responsibilities
  • Directs the work of a team and has full responsibility for directing tasks and responsibilities, and for balancing the workload assigned to employees on the Training and Development Team within the Office of the Chief Counsel, Operations Division (AGC-10).
  • Exercises latitude to take initiative, organize work flow, establish priorities, and exercise professional judgment.
  • Reports directly to the Chief Operating Officer.
  • Works includes a mixture of routine and complex projects and assignments based on the objectives of the LOB/SO.
  • Manages a team of employees and is responsible for planning, communicating the organization's vision and objectives, setting priorities, assigning tasks and responsibilities, monitoring and evaluating performance, coaching and developing employee capabilities, approving leave, and taking, recommending, or approving corrective disciplinary actions, as appropriate.
  • Provides grounded research and industry best practices to establish and drive a multi-year leadership development strategy.
  • Drives leadership programs and initiatives targeting early-career through senior-level leaders, including designing and overseeing internal onboarding standards.
  • Partners with legal practice areas, the Office of Human Resource Management (AHR), and AGC-10 to develop foundational skills, e.g., constructive conversations, giving feedback, assessing talent, compensation planning, etc.
  • Creates a leadership success profile and framework including critical behaviors and experiences to grow as a leader in AGC.
  • Develops customized approaches that leverage and complement the business culture of the Office of the Chief Counsel.
  • Applies extensive business knowledge of training and development principles and practices, staff and leadership development, and oversees AGC's training and development program and associated activities.
  • Serves as the subject-matter expert in all aspects of training and development, including projecting short-term and long-term needs and justifying resources.
  • Gains agreement from senior leadership on the leadership principles (e.g., leaders developing leaders, time in the role, successor in place before talent movement, accountability) and then launches a communications plan to drive visibility and consistency of messaging.
  • Designs and implements a succession and talent review planning process to identify high potential/next-gen leadership talent.
  • Ensures diversity is appropriately and consistently integrated across leadership development programs and practices.
  • Partners with the Office of Human Resource Management (AHR), Human Capital Programs Division (AHF), and the Office of Career & Leadership Development (AHD) to ensure alignment between succession planning and recruitment.
  • Plans, administers, and evaluates programs designed to develop employees and manages learning in the Office of the Chief Counsel (AGC).
  • Administers, supervises, or performs work primarily concerned with: (1) promoting training and on-the-job programs and standards to meet the needs for skilled manpower in AGC; and (2) providing technical advice and assistance on methods for improving and obtaining more effective utilization of attorney and legal office staff skill sets.
  • Leads project/program teams, which includes: assigning workload; defining requirements; developing internal policies and procedures; predicting potential issues; and proposing or taking necessary actions, as appropriate.
  • Answers team member questions, assists with team problem or concerns, and oversees team member work for quality and process compliance.
  • Keeps AGC management informed of issues and activities that may or should be discussed at a higher management level.
  • Keeps supervisor timely informed of developments on relevant matters.
  • Delegates administrative work to the appropriate level for competent and timely completion.
Requirements
  • US Citizenship is required.
  • Selective Service Registration is required for males born after 12/31/1959.
  • Requirement for Managerial Probationary Period: Unless previously completed, selectee must satisfactorily complete a 1-year probationary period to remain in this managerial position.
  • Applicants must demonstrate at least one year (52 weeks) of SPECIALIZED EXPERIENCE equivalent to the next lower grade/pay band (FG/GS-13 or FV-I) that is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities required to successfully perform the duties of the position.
Qualifications
  • Applicants must demonstrate at least one year (52 weeks) of SPECIALIZED EXPERIENCE equivalent to the next lower grade/pay band (FG/GS-13 or FV-I) that is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities required to successfully perform the duties of the position.
