Role Summary

The Senior Project Manager will report to the WorkSource Services Program Manager and collaborate closely with other project managers, the SNAP team, and essential external partners. This role involves leading multiple projects, particularly focusing on the SNAP program. Key responsibilities include managing contracts, nurturing relationships, providing training and technical support, overseeing grants, and developing complex budgets.

Key Responsibilities:

  • Oversee the annual SNAP 50/50 grant management with the Oregon Department of Human Services.
  • Deliver training and technical assistance to workforce service providers on tracking outcomes, grant obligations, permissible activities, and program reporting.
  • Prepare and submit the annual grant application and budget, including comprehensive supporting documentation.
  • Draft and update annual contract Statements of Work for SNAP services.
  • Monitor budget expenditures and ensure compliance with SNAP guidelines.
  • Design and implement workforce development programs, policies, and procedures.
  • Manage contracts and budgets effectively.
  • Communicate project objectives to a diverse group of stakeholders and facilitate partnerships to achieve targeted outcomes.
  • Maintain relationships with key stakeholders, including educational institutions, community organizations, government agencies, funders, and industry partners.
  • Provide technical assistance to contractors to ensure performance outcomes are met, while monitoring budgets and analyzing participant data.
  • Interpret and implement complex policy and regulatory guidelines.
  • Assess performance data to identify strengths and weaknesses in programs and suggest improvements.
  • Identify and pursue resources for workforce development and training.
  • Evaluate contracts to ensure compliance with legal, fiscal, and program requirements.
  • Serve as a subject matter expert for assigned populations or industry sectors.
  • Participate in the procurement process to select qualified contractors.
  • Conduct research on labor market trends and community needs to enhance the workforce development system.
  • Represent Worksystems in external committees and organizations.
  • Prepare reports and presentations for various audiences regarding workforce initiatives and outcomes.
  • Collaborate proactively with businesses and community organizations to improve the workforce development system.
  • Perform additional duties as assigned.

Initial Goals for the First 6 Months:

  • Gain a comprehensive understanding of Worksystems' workforce development system and network of partners.
  • Establish trust with key stakeholders.
  • Begin leading cross-functional SNAP team meetings and understand reporting standards.

  • Ability to interpret complex regulations and develop compliant program policies.

Physical and Sensory Requirements:
