Job Description

Overview

VTG is in search of a Senior Program Analyst / Senior Engineer who possesses extensive expertise in ship maintenance and modernization. The selected candidate will deliver dedicated and timely professional support services to the Flag Officer, Executive Director, and Chief of Staff for the Director, Surface Ship Maintenance, Modernization & Sustainment (SEA 21).

Key Responsibilities:

  • Lead or contribute to strategic initiatives aimed at defining and evaluating SEA 21 processes, data, metrics, and resources that enhance and optimize surface ship maintenance and modernization planning, execution, and oversight. This includes developing and implementing strategic initiatives that focus on improved business practices and data utilization; work package definition, engineering, and planning; messaging and tasker responses; and program execution processes.
  • Demonstrate strong analytical and strategic thinking skills essential for effective strategic planning and knowledge management.
  • Respond proactively and reactively to both short-term and long-term tasking from SEA 21 Leadership, coordinating with stakeholders as necessary to deliver quality, timely products, including communication strategies, briefs, point papers, and analyses.
  • Provide analytical support that encompasses Flag level strategy planning, communication approaches, brief development, knowledge management, and process improvement.
  • Develop and present flag-level briefings and analyses.

Qualifications:

Required Skills:

  • A minimum of 15 years of direct experience in U.S. Navy ship maintenance, repair, and modernization, including availability planning and execution, management, and assessment.
  • Proficiency in MS Office Suite, particularly PowerPoint, Word, Access, and Excel.
  • A Bachelor's Degree or at least 5 additional years of relevant experience. Strong communication and management skills are essential.
  • Exceptional oral and written communication skills, with a proven ability to effectively engage with senior military leadership (i.e., Flag level).
  • Demonstrated proactive customer service skills with management experience.
  • Creative, composed, and adaptable in supporting TSFO leadership.
  • Must possess an active DoD Secret Clearance and the ability to maintain it.

Preferred Skills:

  • Experience with SharePoint Knowledge Management is a plus.
