Position Overview:

The Arizona Department of Economic Security (DES) is on the lookout for a seasoned and driven professional to take on the role of Group Financial Manager. This pivotal position is essential for overseeing the strategic management of extensive division operating budgets, often exceeding a billion dollars, while also assessing the financial implications of significant initiatives and objectives.

Key Responsibilities:

  • Provide strategic and fiscal guidance to both internal and external stakeholders.
  • Offer financial counsel to senior leadership, including the Director and Deputy Directors.
  • Act as a liaison with legislative and executive members regarding fiscal and policy matters.
  • Lead financial task forces and collaborative work groups.
  • Manage operations for various financial teams, ensuring effective support for specific divisions.
  • Oversee day-to-day financial functions, including budget management and revenue generation.
  • Direct and mentor subordinate staff, ensuring workflow efficiency and problem resolution.
  • Review and authorize financial documents reflecting legislative impacts.
  • Ensure compliance with accounting standards and identify risks related to fiscal integrity.
  • Evaluate federal and state legislation for financial and operational ramifications.
  • Collaborate with health and welfare organizations to share best practices.
  • Participate in high-level executive meetings.

Qualifications:

The ideal candidate will possess:

  • A Master's Degree in Accounting or Business Administration, or equivalent experience.
  • A minimum of 10 years of progressively responsible experience in State Government.
  • Experience in collaboration with executive teams.

Knowledge, Skills & Abilities:

Candidates should demonstrate:

  • Understanding of state laws, regulations, and contemporary management practices.
  • Proficiency in financial systems and Generally Accepted Accounting Principles (GAAP).
  • Strong communication skills, both oral and written, for conveying complex concepts.
  • Ability to develop fiscal policies and present sensitive material to executive audiences.
  • Capability to analyze and reconcile complex financial data.
