About the Role

We are seeking a seasoned executive to lead our Fare Collection Program as Vice President, Fare Collection Program Manager. This is a critical role that requires a versatile senior leader with extensive experience in capital program management, public-private partnerships, and effective leadership of large, complex organizations.

Key Responsibilities
  • Lead a team of professionals to deliver the fare collection program, overseeing program office staff, consultants, and other assigned staff.
  • Oversee the Systems Integrator to ensure contract scope, schedule, and technical requirements are met.
  • Direct day-to-day fare program operations across design, permitting, technology implementation, policy and legislative change, operations interface, contract management, fiscal management, safety, testing, and commissioning.
  • Recruit and retain staff and consultants across multiple disciplines to resource the program office.
  • Develop and manage policies and procedures to guide the Systems Integrator, Design-Build Entity, and fare program staff and consultants.
  • Implement program and project control systems to manage costs and schedule performance.
  • Ensure document controls and record-keeping system requirements are consistently followed.
  • Manage contractual issues with all parties involved in the fare program.
  • Assist in developing new or revised operating rules, special orders, and fare policies as required.
  • Implement required network communications infrastructure upgrades.
  • Amend interoperability agreements with regional transit authorities as needed.
  • Coordinate with client departments throughout the fare program delivery.
  • Report regularly on project status in a format that can be used internally and externally.
  • Oversee public communication, outreach, and stakeholder engagement for the Fare Program.
  • Make regular project status and performance presentations to the client's Executive Committee.
About You

We are looking for a senior leader with a strong background in capital program management, public-private partnerships, and effective leadership of large, complex organizations. The ideal candidate will have:

  • Bachelor's Degree in Engineering or a closely related discipline.
  • 12+ years of relevant post-education experience in engineering, prior transit and rail experience, and infrastructure design.
  • Demonstrated success as the senior responsible leader in charge of delivering a significant program or project at a similar scale.
  • Demonstrated experience with leading and managing multi-million-dollar construction programs in the public or private sector.
  • Demonstrated experience working collaboratively with transit agencies, private partners, and governance boards.
  • Strong communication skills.
  • Demonstrated experience communicating with the press and public media.
