Job Summary

We are seeking a highly skilled and experienced Foster Family Recruitment and Licensing Supervisor to join our team at Lutheran Social Services of the National Capital Area. The successful candidate will be responsible for overseeing the recruitment and licensing of foster families, ensuring compliance with state and federal regulations, and developing strategies to improve foster parent retention.

Key Responsibilities
  • Maintain current knowledge of the U.S. Resettlement and Unaccompanied Children's Programs, and state licensing regulations.
  • Develop and maintain clear foster parent recruitment and retention plans for all foster care programs.
  • Provide supervision of recruitment and training staff to ensure state and federal regulations for licensing and relicensing are being maintained and followed.
  • Provide supervision to assist recruitment and training staff with assessments of prospective and current foster parents.
  • Ensure quality documentation of all required information at all times.
  • Maintain certifications required to approve home studies and conduct foster parent training.
  • Participate in program trainings, staff meetings, weekly care reviews with third party reviewers and government liaison.
  • Work independently and as part of the interdisciplinary team.
  • Manage a home study caseload.
  • Complete SAFE (Structured Analysis Family Evaluation) home study assessments for prospective families.
  • Conduct monthly and quarterly home visits.
  • Respond to requests regarding the status of families.
  • Complete and submit reports as required.
  • Attend staffing, hearing and other meetings to address approval barriers, denials and/or closures.
  • Ensure ongoing compliance with clearances, training and licensing documents for all licensed families in the workers case load.
  • Maintain adequate tracking system.
  • Conduct regular community outreach to identify prospective foster parents.
Qualifications and Requirements
  • Master's degree (MSW) from an accredited college or university with licensure LSW/LCSW.
  • Culturally competent: experience with different cultures, religions, and nationalities.
  • Experience in writing cohesive and coherent court reports, treatment plans, contact notes, and monthly reports.
  • Knowledge of trauma based practices and working with youth.
  • Experience in family therapy and/or trauma informed therapy.
  • Bilingual preferred.
  • Will be required to pass background check in Virginia.
  • Must have reliable and accessible transportation.
  • Valid driver's license and vehicle insurance.
Preferred Qualifications
  • 2 plus years of experience in child welfare.
  • 2 plus years of experience in the foster care system.
  • Microsoft Office Suite (Word, Excel).
  • Experienced in data collection systems.
  • Ability to manage time well.
  • Ability to work independently and in a group.
  • Spanish speaking a plus.
