Columbus Sverige is a strategic partner to the federal government, providing a range of services including administrative, IT, engineering, scientific, and healthcare support. We are currently seeking an Ethics Program Analyst to contribute to our mission.

The US base salary for this full-time position is $25-30/hr + benefits. Salary ranges are determined by role, level, and location, with individual pay based on work location and additional factors, including job-related skills, experience, and relevant education or training.

Key Responsibilities

Conduct initial technical assessments of financial disclosure reports from staff and Special Government Employees (SGEs) for potential conflicts of interest; gather additional information from filers or the Committee Management Office (CMO) for clarification and determination of report status. Crosscheck all financial disclosure reports against previously filed documents to identify conflicts of interest; forward cleared reports to the Ethics Program Specialist/Deputy Ethics Counselor (DEC) for final review and certification. Update employee records with data about financial disclosure reports after certification. Create new ethics folders for new hires and transferred employees.

  • Provide technical expertise to assist in developing and maintaining a system for analyzing and monitoring adherence to ethical standards, policies, and laws.
  • Prepare, manage, and track the flow of various documents submitted for ethics review.
  • Assist in analyzing, maintaining, and updating the ethics database, website, and filing system.
  • Generate various reports as needed.
  • Conduct initial reviews for all requests related to outside and official duty activities.
  • Schedule ethics training sessions and other related activities for staff.
  • Support the development and maintenance of a system to analyze and monitor compliance with ethical standards.
  • Assist in the review of conflict of interest statements.
  • Help develop the ethics Standard Operating Procedures (SOP) manual.
  • Coordinate and monitor the planning of ethics training activities.
  • Educate staff on new ethical policies and procedures.
Qualifications

Required Skills:

  • Associate's degree in Business Management, Administration, or a related field
  • In-depth knowledge of DHHS and NIH Ethics program policies, guidelines, and procedures relevant to outside activities, official duties, financial disclosures, and conflicts of interest.
  • Strong communication skills, both verbal and written
  • Excellent analytical, organizational, and time management skills

Preferred Skills:

  • Juris doctorate or Master's degree in a related field
  • Expert knowledge of Federal Ethics laws and regulations.
