Director of Procurement and Contracts

The Middle East Broadcasting Networks, Inc. (MBN) is seeking a Director of Procurement and Contracts is responsible for overseeing all procurement and contracting activities for Middle East Broadcasting Networks, Inc. (MBN). This role includes managing procurement strategies, developing and implementing procurement policies and procedures, and ensuring compliance with all applicable laws and regulations including the Uniform Guidance. The Director will lead a team of business and contracts professionals, collaborate with other departments to meet organizational needs, and drive efficiencies in procurement processes. The position is eligible for a hybrid work location by management approval.

  • SPECIFIC DUTIES/ RESPONSIBILITIES: Duties and responsibilities noted below are considered the essential functions of the job.

    • Lead and manage the Procurement and Contracts team, providing direction, training, and mentorship.

    • Conduct performance evaluations and foster a collaborative and productive work environment.

    • Develop and implement procurement strategies and plans to support organizational goals and objectives.

    • Monitor and evaluate procurement performance and make recommendations for improvements.

    • Establish and enforce procurement policies, procedures, and best practices to ensure compliance with internal policies and external regulations.

    • Oversee and ensure compliance with all applicable MBN & USG procurement laws and regulations.

    • Oversee the full lifecycle of contracts, from drafting and negotiation to execution and close-out.

    • Develop, review, and approve contract terms, ensuring alignment with organizational requirements and legal standards.

    • Identify, evaluate, and select vendors and suppliers through competitive bidding and negotiation processes.

    • Build and maintain strong relationships with vendors and suppliers to ensure high performance and reliability.

    • Manage procurement activities, including sourcing, purchasing, and contract administration.

    • Implement and oversee procurement processes to ensure efficiency, cost-effectiveness, and timely delivery of goods and services.

    • Prepare and present reports on procurement and contracting activities, including performance metrics, cost savings, and compliance status.

    • Conduct analyses to identify opportunities for process improvements and cost reductions.

    • Work closely with other departments to understand their procurement needs and ensure alignment with organizational objectives.

    • Monitor contract execution and initiate timely close-out procedures.

    • Communicate effectively with internal stakeholders, vendors, and external partners to address procurement and contract-related issues.

    OTHER DUTIES:

    The incumbent may be asked to perform additional duties and take on other responsibilities as dictated by events and circumstances.

    QUALIFICATIONS/EDUCATION and/or EXPERIENCE REQUIREMENTS:

    • BA/BS in Business Administration or related field.

    • 10 years of progressive Procurement, Contract and/or Subcontract life-cycle management.

    • 3-5 years in a supervisory/leadership role.

    • Working knowledge of the Code of Federal Regulations (CFR) pertaining to contracts and procurement (other knowledge of Government Regulations will be considered in lieu of the CFR).

    • Sound negotiation skills.

    • Proven experience with issuing RFP's, conducting Cost/Price Analysis and Source Justifications.

    • Strong critical thinking and analytical skills.

    • Superior attention to detail.

    • Excellent verbal and written communication skills.

    • Excellent customer service skills.

    • Advanced skills using Microsoft Office Suite (Excel, Word, PowerPoint).

    • Self-motivation with strong organizational skills.

    • Proven ability to successfully manage multiple tasks and pivot as needed in a deadline-oriented environment.

    • Strong work ethic.

    • Experience using an ERP system such as Deltek Costpoint, or similar software.
