Our client delivers innovative, mission-driven capabilities required by the frontline to safeguard America’s transportation system.

Job description:

Consultant will provide strategy, consultation and assistance to IT program offices to facilitate understanding, navigating, implementing, and complying with the policies, processes, procedures, and requirements set forth by the Federal agency client and other parts of the US Government as applicable; and to achieve their respective acquisition program cost, schedule, and performance goals and objectives.

This position serves as an advisor, and technical authority on the full range of contracting, procurement and budget management functions for the assigned office. The DKC Group is responsible for planning and carrying out broad contracting functions for high-dollar, long-term, highly visible, sensitive, and critical programs having Department-wide impact. The work requires close coordination with multiple Departmental components and representatives from other USG agencies and NGOs. Assignments include participation in strategy sessions, meetings, conferences, and negotiations that often involve exposure to classified or proprietary information and materials. Thus, the incumbent must be able to obtain and maintain a security clearance.

Key Responsibilities:

  • Serve as a budget advisor to the government Program Manager or the Program Executive Officer throughout the budget execution process, providing expert budget guidance and assistance
  • Coordinate with various departments to collect and analyze data, identify the strengths and weaknesses of existing programs, perform extensive research and analysis, conduct risk assessments, determine the trends, and address issues and concerns, resolving them promptly and efficiently
  • Provide subject matter expertise and strategy to develop Purchase Requests (PR) package documents following the guidelines set forth by the DHS IT Acquisition Review (ITAR) process, to ensure PR artifact contents are technically and financially accurate for timely acquisition of the goods and services. Typical PR artifacts include Statement of Work / Performance Work Statements, Cost Estimate, Justification and Approval (J&A), Market Research, and other supporting documents as required per Contracting & Procurement office guidelines.
  • Assist in tracking and monitoring PR milestones from preparation of PR packages, submission to ITAR review board, review, approval, and contract award as PRs reach each milestone.
  • Strategy and assistance to enable recording of PR artifacts in the central repository that houses IT’s PR packages, final contract awards, and other source artifacts for the Master Software Details Tracker (MSDT).
  • Strategy and assistance to enable tracking of Government purchase card (P-Card) purchases following TSA’s guidelines. Track software funds obligations, assist the Government with forecast, compare spend plans against fund limitations, and as ad hoc analyses.
  • Recommend, advise, implement, administer/manage, maintain, update and deliver Data and Analysis of information for Procurement Request (PR) documentation, spend plans, Life Cycle Cost Estimates (LCCE) for all of TSA IT procurements including hardware and software procurements, Engineering Change Request (ECR) data, total asset library data, incident data, deliverable reviews and reports generated/delivered by this contract/task order.
  • Provide subject matter expertise and strategy to coordinate development of Purchase Requisition (PR) package documents ensuring content is technically and financially accurate, thorough, complete and considered “acquisitions ready” for timely award of goods and services.
  • Provide subject matter expertise and assistance with the review of PR package documents to include:
  • Preparing SOWs for Procurements for Labor, services, products or materials
  • Preparing contract terms and conditions
  • Reviewing of PR package documents such as the Market Research, Justification and Approval, and SOW/PWS/SOO for accuracy.
  • Provide subject matter expertise and acquisition support by facilitating and coordinating documentation and activities through the IT Acquisition Review (ITAR) process and tool.
  • Provide subject matter expertise to respond to data requests from IT Contract and Procurement Office. Provide support for the development, maintenance, updates, and delivery of reports and other analytical products for management reporting and decision-making processes.

Qualifications

· Required:

    • 5+ years of demonstrated acquisition and schedule management knowledge and experience
    • Ability to work with ambiguity in scope, timeframes, processes, and a myriad of stakeholders with varying degrees of scheduling experience
    • Minimum Degree Required: Bachelor's degree
    • Ability to obtain a Public Trust Clearance
