Position Description
*This Position is Restricted to Current City of Minneapolis Employees only*
The Financial Systems Services Lead will function as a lead over the Business Application Managers in the Finance Department's Enterprise Resource Planning (Comet-FIN) and related technology information systems and perform as the key person providing functional support to these applications.

This position may be eligible for flexible work arrangements, including hybrid work with some days working remotely and some days working in the office.

The City of Minneapolis does not sponsor applicants for work visas.
Job Duties and Responsibilities
  1. Lead the testing efforts for new and existing enterprise-wide functionality, documents system requirements and settings, train team members, end users and external customers through various training styles.
  2. Work with consultants and business users to ensure understanding of system functionality while keeping existing system setup and functionality impacts in mind.
  3. Ensure system security is maintained, monitored, documented and reviewed per City policies and audit requirements.
  4. Work cross functionally with integrated systems staff, documenting integration points training and user resource guides when needed.
  5. Assists in the facilitation of team and client meetings, documents and communicates meeting notes, and ensures timelines are met.
  6. Ensures data warehouse and ETL are updating accurately, and related Cognos reports are designed, tested, and working as designed.
  7. Communicate with end users on an ad-hoc basis as system issues, upgrades, and updates are needed.
Required Qualifications

Minimum Education:
Bachelor's degree in computer science, information technology, business administration, public administration, accounting, finance or equivalent

Minimum Experience:

five years of experience coordinating financial systems, security, and implementing technology solutions to automate critical business processes in a medium to large, enterprise technology environment

Selection Process:
The selection process will consist of one or more of the following steps: a rating of relevant education and experience and/or an oral examination (100%). It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process. A submitted application is also used to verify the answers to any supplemental questions. Only those candidates who attain a passing score (70%) on each step in the selection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process.

The City has determined that a criminal background check and/or qualifications check may be necessary for certain positions with this job title. Applicants may be required to sign an informed consent form allowing the City to obtain their criminal history and/or verify their qualifications in connection with the position sought. Applicants who do not sign the informed consent form will not be further considered for the position.

Eligible List Statement:
The names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration. Interview Selection:
The hiring authority reserves the right to determine the maximum number of candidates to interview from the established eligible list. If the hiring authority decides to interview other than by exam score order, they may select additional people to interview based on a candidate's education or experience related to the field, work history, or skills uniquely related to the operational needs of the position.

Knowledge, Skills and Abilities
  1. Experience with implementing and understanding financial technology solutions
  2. Practical knowledge of accounting practices, procurement, asset management, budget, banking, financial calculations, ACFR reporting, and experience working with auditors.
  3. High-level experience with PS Query, Cognos, MS Excel, nVision Knowledge of project management with financial and/or asset management technology systems.
  4. Knowledge of project management with financial and/or asset management technology systems.
  5. Excellent oral and written communication skills.
  6. Ability to translate technical information and explain it to non-technical people
  7. Ability to translate business requirements into software applications.
