Summary This notice is issued under direct-hire authority in response to the Creating Helpful Incentives to Produce Semiconductors (CHIPS) Act of 2022 for which NIST has a critical hiring need. This announcement will close at 11:59 p.m. Eastern Time on the date the first 250 applications are received or 09/06/2024, whichever comes first. Responsibilities Serve as an Administrative Specialist for the CHIPS R&D Program. Perform a wide range of administrative duties for CHIPS R&D senior leadership in areas such as logistics, finance, space, travel, and event management. Develop meeting minutes, memoranda, briefing packages, controlled correspondence, and other materials for use by leadership. Research, analyze, and develop data for technical reports, presentations, and proposals. Facilitate communication and coordination on cross-functional projects and initiatives, ensuring alignment with organizational goals and objectives. Research and interpret administrative policies to advise management on issues. Assist with the development of new or modified administrative policies and procedures for CHIPS R&D program. Coordinate and prioritize multiple tasks, ensuring appropriate actions are taken to complete tasks within required timeframes. Serves as a liaison with NIST Headquarters, the Department of Commerce, and other federal agencies to ensure smooth communication and collaboration. Recommend process improvements to enhance efficiency and effectiveness of administrative functions with the program. Contribute to the productivity and service quality of the CHIPS R&D program, advancing NIST's programmatic objectives. Perform other programmatic and administrative duties as assigned. Requirements Conditions of Employment Qualifications IN ORDER TO QUALIFY FOR THIS POSITION, ALL APPLICANTS MUST POSSESS ONE OF THE FOLLOWING: One year (52 weeks) of specialized experience equivalent to at least the GS-7 (ZA-I at NIST) level. Specialized experience is defined as: - Preparing documentation to support program activities - Coordinating meetings - Managing travel arrangements -Supporting event management -OR- Master's or equivalent degree -OR- Two full years of progressively higher-level graduate education leading to a master's or equivalent graduate degree -OR- An equivalent combination of specialized experience and progressively higher-level graduate education. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
