Summary About the Position: This position is located at the National Guard Bureau, Joint Staff, Senior Leader Management Office, Arlington, VA. About the Surrounding Area: Situated in Northern Virginia on the south bank of the Potomac River directly across from Washington D.C. Arlington is headquarters to many departments and agencies of the federal government, including the Department of Defense and is the location of many national memorials and museums. Responsibilities Provide staff level advisory services to all levels within the JS/OCNGB and its field installations/activities on specific and command-wide issues that impact recruitment and placement programs. Conduct studies and advises managers and supervisors on staffing requirements, resources and problems in assigned offices. Identify long and short range personnel needs based on review of such factors as past and expected turnover, availability of candidates, career development patterns and reorganization proposals. Provide position management and classification advisory services to commanders, managers and employees of assigned organizations. Specialized Experience: One year of specialized experience which includes: providing technical advice and assistance to managers on civilian Human Resource (HR) principles, concepts and/or techniques to determine appropriate action; developing and delivering training briefings to the workforce on civilian HR topics; providing advisory services and program requirements on complex staffing issues, position classification, and/or management-employee relations; advising management on civilian HR laws, regulations, and/or policies. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). You will be evaluated on the basis of your level of competency in the following areas: Customer Service Human Capital Management Manages and Organizes Information Strategic Workforce Planning Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required.
