Duties * Inform enterprise senior leadership related to status of changing policies/procedures affecting program areas. * Plan and draft civilian human resources management policies and guides to meet the needs and goals of the organization. * Evaluate and monitor on a quantitative and qualitative basis of actual Manpower strengths and work to ensure the full manning is maintained. * Coordinate with external and internal stakeholders on guidance related to policy and process. * Analyze significant civilian Human Resource management issues and problems. Specialized Experience: One year of specialized experience which includes leading a team of human resource Specialists in delivering all aspects of recruitment and human resources staffing practices from cradle-to-grave; providing technical guidance/advisory services in the areas of recruitment, staffing, position classification, and organizational design to all levels within the Agency; developing strategic plans and making recommendations to senior level communications on Human Resource programs and activities; making recommendations for process improvements related to talent acquisition, performance management, and civilian policies; giving advice/counsel to subordinates on both work and administrative matters while facilitating cooperation and motivating the team. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). A one-year probationary period is required if the selectee has not previously met this requirement. * The following course and time requirements apply to this position: The Supervisory Development Course (SDC) must be completed within one year of placement into the position. The Foundation Course (FC) is required for all supervisors and managers hired after 30 September 2006. The Basic Course (BC) must be completed within one year of placement into the position. The Intermediate Course (IC) must be completed within two years after placement into the position.
