Job Description

The Program Specialist II, under general supervision, will work as a member of a team providing leadership and support for various watershed assessment, planning, and implementation programs on a statewide basis. This position will assist with leading stakeholder planning processes, performing field work across Texas, and providing leadership to students and colleagues to support these activities.

Responsibilities:
  • Gather and assess watershed-based data to establish a needed understanding of current conditions to convey to stakeholders
  • Evaluate watershed-based data (hydrology, water quality, landcover, populations, etc.) to inform watershed planning processes
  • Periodically perform water sample collection, streamflow measurements and field data collections
  • Manage project activities to ensure timely completion of deliverables, efficient spending and effective project completion
  • Design, plan, conduct and coordinate experiments in support of various research projects
  • Evaluate, select, and apply standard techniques of routine research; keep detailed records of data and summarize results for inclusion in scientific and clientele oriented publications
  • Maintain effective communication with TWRI administration regarding research initiatives and project development
  • Represent TWRI at local, national, and international meetings to disseminate research findings and network with peers in the field
  • Establish and facilitate local working relationships to foster watershed-based plan development and implementation to restore water quality in targeted areas across the state
  • Work with TAMUS administration and faculty; research and Extension personnel; federal and state agencies; non-profit organizations; personnel with other universities, centers, and institutes; and other partnerships to plan and develop projects and grant proposals to address critical Texas water issues
  • Support other related water management programs underway or under development at the TWRI
  • Provide support to TWRI workshops and meetings across the state
  • Mentor TWRI students to support project activities
  • Other duties as assigned.
Required Education and Experience:
  • Bachelor's degree in Hydrology, Water Management, Natural Resources, Agricultural Science or closely related field
  • At least two years of project/program management experience including experience with watershed management, planning, implementation or related activities
Preferred Education and Experience
  • Masters degree in degree in Hydrology, Water Management, Agricultural Science or closely related field
  • At least four years of grant writing, project/program management, in depth knowledge regarding the Texas watershed planning and implementation process, direct experience in watershed management, planning, implementation or related activities
Required Knowledge, Skills and Abilities:
  • Excellent written and verbal communication and information delivery skills
  • Proficiency of MS Office Suite
  • Working knowledge of water monitoring systems and experimental design
  • Ability to work outdoors in potentially inclement weather conditions
  • Ability to work independently with minimal supervision
  • Ability to multitask and work cooperatively with others
  • Ability to lift moderately heavy objects
  • Ability to exert heavy force
  • Ability to interact effectively with varied groups including the public, agricultural interests, city and county officials, non-profit and environmental advocacy organizations, river authorities and water resource personnel from Land Grant Universities and state and federal agencies
  • Ability to travel statewide as necessary to perform salaried job duties
  • Ability to work beyond normal business hours as job duties require
