Scope of Work
Become a vital member of our Capital Improvements Department as a Civil Engineering Specialist II, contributing significantly to the enhancement of our city's infrastructure. Under the guidance of the City Engineer or their appointed representative, you will be instrumental in the planning, design, and execution of diverse capital improvement initiatives across the City of Midland.
Your role will encompass a variety of projects, such as roadway and drainage systems, water and wastewater management, parks, and recreational amenities, among others.
Key Responsibilities
- Oversee projects within the Capital Improvements Department, ensuring compliance with standards, timelines, and financial plans.
- Collaborate with internal stakeholders, including city officials, department heads, and project teams, to assess and prioritize infrastructure requirements, ensuring alignment with strategic objectives.
- Provide technical guidance and mentorship to junior engineers and support personnel, promoting a collaborative and knowledge-sharing atmosphere.
- Liaise with consultants, regulatory bodies, and contractors throughout the planning, design, and construction phases to guarantee adherence to relevant codes, regulations, and permitting stipulations.
- Remain informed about emerging industry trends, best practices, and technological innovations to enhance engineering processes and methodologies.
Physical and Environmental Conditions
Requires the capability to drive, sit, stand, kneel, twist, climb, and lift moderate weights (up to 50 pounds). Exposure to seasonal temperatures is expected while inspecting project sites. Protective clothing or equipment is mandatory on job sites.
Required Qualifications
- Bachelor's Degree in Civil Engineering or a related discipline with a Professional Engineer (PE) license in Texas or the ability to obtain one within six (6) months.
- A minimum of ten (10) years of civil engineering experience, with proven expertise in designing and managing capital improvement projects; municipal experience is preferred.
- Comprehensive knowledge of engineering principles, practices, and standards, particularly in transportation, water resources, utilities, and infrastructure design.
- Proficiency in engineering software and tools for design, analysis, and project management.
- Exceptional communication skills, both written and verbal, with the ability to effectively collaborate with multidisciplinary teams and internal/external stakeholders.
- Strong analytical and decision-making skills, with a meticulous attention to detail and accuracy.

Retirement
Full-time employees are required to participate in the Texas Municipal Retirement System (TMRS).
TMRS is funded for each employee through a 7% contribution from the employee and a 2:1 match by the City.
Deferred Compensation 457(b)Additional retirement accounts are available through deferred compensation via payroll deduction on a pre-tax basis. Employees can select from multiple companies to participate in deferred compensation. Enrollment is optional, with no open enrollment period.
Flex Spending Accounts (FSA)
The FSA is an employee-funded account allowing employees to set aside additional funds for healthcare and dependent care expenses.
Group Term Life Insurance
All full-time employees are eligible for $75,000 in basic life coverage at no cost.
