Job Description

The Oklahoma Department of Agriculture, Food and Forestry (ODAFF) is seeking a full time Environmental Program Specialist Level I or Level II in the Agricultural Environmental Management Service (AEMS) Division. This position (PIN #04000745) is in state government, located in Oklahoma City, OK. The State of Oklahoma offers a comprehensive Benefits Package, including a generous benefit allowance to offset the cost of insurance premiums for employees and their eligible dependents. The hourly pay for this position is up to $24.28 based on education and experience.

Basic Purpose: This position will be responsible for planning, coordinating, and performing technical review tasks of the Agricultural Environmental Management Service (AEMS) Division programs which include Concentrated Animal Feeding Operations (CAFO), Licensed Managed Feeding Operations (LMFO), Poultry Feeding Operations (PFO), Poultry Waste Applicators (PWA), Composting Facilities, Pet Breeders & Shelters, and the Agricultural Pollutant Discharge Elimination System (AgPDES).  In addition, this position will also have responsibilities for conducting onsite inspections and investigations associated with complaints, discharges, catastrophic death loss, and routine inspections with these programs.  Position will also be expected to participate and assist in quality improvement to streamline program processes.

Typical Functions:

The functions performed in this job family will vary by level, unit, and organization, but may include the following:

  • Provides consultation, review and assistance to applicants and departmental staff on technical documents which includes but is not limited to Pollution Prevention Plans (PPP), Stormwater Pollution Prevention Plans (SWPPP), Nutrient Management Plans (NMP), and Notices of Intent (NOI).
  • Conducts AEMS program inspections and investigations; identifies and tracks compliance and outcomes for routine, complaint, discharge, and catastrophic death loss inspections.
  • Advises agency personnel and the general public on departmental rules, regulations and laws governing the technical aspect of the AEMS programs.
  • Provides consultation and technical assistance to local environmental agencies in planning and implementing AEMS environmental programs.
  • Interprets and advises internal and external customers on departmental or program rules, regulations, and laws.
  • Develops and maintains complex files for applications, projects, and technical review.         
  • Initiates correspondence requiring knowledge of agency or program procedures and policies.
  • Creating and presenting public outreach and education with industry specific information.

Level Description:

Level I – This is the basic level of this job family where employees are assigned duties and responsibilities in a training status to build their skills in conducting investigations, performing basic professional analysis, and interpreting state and federal laws. In this role they will perform tasks involved in the evaluation of inspection and survey data, preparing technical records and reports, and assisting in making recommendations concerning remedial actions to correct environmental or water problems.

Level II - This is the career level of the job family where employees are assigned duties and responsibilities at the full-performance level while performing a wide range of tasks involving investigations, analyses, and interpretation of state and federal laws. In this role, employees will evaluate inspection and survey data, prepare technical records and reports, and make recommendations concerning remedial actions to correct environmental or water problems. At this level, limited guidance and training may be provided to entry-level employees performing environmental program duties.

Education and Experience:

Level I – Requirements consist of a bachelor’s degree with at least 24 semester hours in a physical, natural, or biological science, chemistry, geology, hydrology, physical geography, epidemiology, environmental science, environmental health or civil, agricultural, environmental, geological or chemical engineering.

Level II - consist of a bachelor’s degree with at least 24 semester hours in a physical, natural, or biological science, chemistry, geology, hydrology, physical geography, mathematics, epidemiology, environmental science, environmental health or civil, agricultural, environmental, geological or chemical engineering` plus one year of professional experience in one of the areas listed; or a master’s degree in a qualifying area.

Knowledge, Skill, and Abilities:

Level I - Required at this level include knowledge of the principles and practices of applicable programs; of state and federal laws pertaining to applicable programs; of biological, radiological and chemical analysis and applicable laboratory methodologies; of quality improvement type practices; of monitoring and surveillance techniques; of environmental problems and the principles of environmental control; of the preparation and review of environmental grant applications; of the survey and inspection of environmental and sanitary conditions; of the principles of ground and surface water geology, hydrology, and biology; and of the principles and practices of effective supervision.  Ability is required to develop, implement, and manage programs; to apply research methodologies; to use math, especially conversions to analyze plans during their review; to understand the basics of land surveys (i.e. legal descriptions) to establish and maintain effective working relationships with others; to interpret applicable state and federal laws; to develop and implement training programs; to analyze complex situations and make sound judgments; and to collect and analyze data.

Level II - Required at this level include knowledge of the principles and practices of applicable programs; of state and federal laws pertaining to applicable programs; of quality improvement type practices; of monitoring and surveillance techniques; of environmental problems and the principles of environmental control; of the survey and inspection of environmental and sanitary conditions; and of the principles of ground and surface water geology, hydrology, and biology.  Ability to use Microsoft products with a high level of competency. Ability is required to apply research methodologies; to establish and maintain effective working relationships with others; to interpret applicable state and federal laws; to write technical reports; to read and interpret plans, maps, and specifications of proposed facilities; and to collect and analyze data.

Physical Demands and Work Environment: This position is set primarily in a climate-controlled office environment.  This position is stationary and often requires one to remain in a stationary position more than 80% of the time while operating an office computer or other office equipment. Other times will require fieldwork including walking long distances with uneven terrain and some overnight travel.

This position is subject to a twelve-month probationary period.
