Once full operations commence, Golden Pass LNG will become the second largest consumer of natural gas in the US and produce more than 200 cargos of LNG per annum.

Job Summary / Purpose

Golden Pass LNG is seeking a Civil and Structural engineer to join our Engineering team. This role reports to the Integrity Engineering Supervisor and will support the Golden Pass Pipeline, Export / Import Terminal and Plant Facilities. Work location is Beaumont / Sabine Pass based on work demands and activities. The role involves working with Projects teams and Maintenance/Operations to achieve the following:
  • Operations - implement processes, and tools/technology for monitoring the structural stability and degradation of equipment foundations and structures to ensure equipment availability.
  • Civil/Structural/Marine Terminal Integrity Scopes and Projects - Define the scope of inspections, support the inspection, and develop remediation scope of work from the inspection report. This individual will prepare and review technical and commercial scope of work (SoW) or scope of supply for obtaining bids or to go through a technical bid evaluation.
Responsibilities

Leadership and Strategic Priorities
  1. Setting a strategic vision for civil/structural/marine terminal/crane and lifting integrity program which will relentlessly pursue a reduction in unscheduled loss events and equipment failures and inspire support across functions.
  2. Implement and apply PDRR (Prevent, Detect, Respond, and Recover) framework and support organization on applications of reliability.
  3. Facilitate and lead a culture of asset ownership and proactive civil/structural/marine terminal/crane and lifting integrity focus.
  4. Work with engineering team to build out and then steward KPIs with Benchmarks and Targets to define metrics for civil/structural/marine terminal success.
  5. In context of civil/structural/marine terminal/crane and lifting scopes, support RCFA and Bad Actor program stewardship and reporting, as well as action development, RBWS and closure plans.
  6. Ensure timely ALT visibility of reliability/availability risks and impact (e.g., list of open or overdue ES tasks/PM's with risks)
  7. Coordinates engineering efforts in assigned areas between Civil/Structural/Marine Terminal Engineering/Crane and Lifting and other engineering disciplines, clients, suppliers, and contractors.
Scope and Drive Integrity Projects - Support Integrity and Projects team on the following (could be some or all these items):
  1. Arrange discussions with engineers and maintenance personnel to ensure a complete scope of supply is written in a clear and concise manner and applies engineering principles to ensure deliverables and results are useful and retained for future reference.
  2. Gather appropriate Company specifications to include in the SoW.
  3. Develop tables and templates for ease of communication.
  4. Review quality manual and ensure Vendor deliverables comply and handover to inspections group to put into Asset Management Software
  5. Complete redline markups for the SoW or to issue Management of Change requests.
  6. Work with procurement to issue Purchase Orders / Contract
  7. Once PO/contract is awarded perform Cost Stewardship (invoices paid, outstanding work and communicate accruals).
  8. Support Maintenance in the oversight of civil/structural inspection contractors, civil surveyors, or other contractors completing civil/structural/marine terminal/crane and lifting scopes of work. Check reports and analysis for quality, thoroughness, and alignment with recommendations. Evaluate contractor performance and to communicate to management improvement opportunities or emerging issues.
  9. Perform frequent visits as required to steward progress and performance of contractors.
  10. Assist in writing Facility Integrity Manuals. Some will be independent, and some will be working with our shareholder SMEs to write the manuals.
  11. Support all functions completing modifications (MOC) to the facility structures, etc. in evaluation of impacts of the changes on the plant and pipelines (regulatory requirement, modification issues, design changes, operational concerns, etc.). Ensure the MOC is clear and has the appropriate information supplied for reviewers across the Company. Provide input (quality checks, contractor analysis reviews, etc.) to operations, maintenance, or project activities completing modifications to these facilities. Coordinate with Projects, Operations, and Maintenance teams to ensure that appropriate documentation is completed and maintained per applicable regulatory and Golden Pass requirements.
  12. Support Operations, Maintenance, and Projects in ensuring facility modifications and adjustments comply with all applicable regulatory, industry, and company codes / specification.
  13. Participate in Process HAZID and HAZOP analysis as needed
Day to Day Responsibilities
  1. Provide civil / structural / marine terminal engineering / crane and lift support to daily plant operations (e.g. modifications, upgrades, repairs, maintenance, new construction and applications)
  2. Responsible for development, ongoing settlement monitoring / inspection / evaluations, and updating facility documentation with respect to all structures (plant & marine), buildings, and earthworks (including storm protection levee system).
  3. Evaluate loads and responses of onshore and berth structures. Perform design verifications, calculate stress, and perform fitness-for-service assessments or structural modifications of existing structural and civil infrastructure, and advise Operations on residual risk, required remediations, testing programs and equipment strategies.
  4. Support review of critical lifting plans as appropriate.
  5. Steward seismic monitoring program and review/incorporate mitigations based on site geotechnical surveys.
  6. Write, review, and update equipment strategies in accordance with company procedures and based on inspection data.
  7. Write, review, and update integrity management manuals based on continuous learning and inspection data.
  8. Steward implementation of inspection data into integrity management software program
  9. Review inspection and repair procedures to ensure compliance with company specifications and necessary industry standards pertaining to civil structures, earthworks, and marine terminal structures.
  10. Collect data for regulatory reports, key performance indicators, engineering surveillance health monitoring tasks.
  11. Steward and carry out failure analysis, laboratory testing, engineer critical assessments, etc.
  12. Develop repair work packages for routine and non-routine repairs.
  13. Assess inspection findings and provide condition and probability recommendations following Company standards.
  14. Perform screening and detailed blast assessments for buildings and other structures.
  15. Lead root cause failure analyses following incidents involving civil / structural failures.
  16. Provide advice / guidance on the application of various industry codes and standards (e.g. AISC, ACI, ASCE, API) and assessment methods.
  17. Support long range planning and repair prioritization initiatives as they relate to the site's Civil/Structural and Marine Terminal Integrity Management program.
  18. Mentor and guide other engineers in the areas of civil engineering, structural engineering, marine terminal engineering, integrity management, and early works engineering.


Qualifications

Minimum Requirements

Minimum education required of the position

Bachelor's Degree in Civil/Structural Engineering or a related field of study. Master's Degree preferred.

Minimum experience required of the position

Minimum of ten years of experience in a position dealing with civil / structural engineering or closely-related professional engineering experience in the oil and gas industry, ideally with LNG experience.

Minimum knowledge, skills and abilities required of the position

Technical Skills
  • Working knowledge of codes, standards and practices and their application (e.g. AISC, ACI, ASCE, API).
  • Relevant knowledge and experience in the following:
  • Structural design & analysis of concrete and steel plant structures and buildings
  • Foundation and pile design
  • Deteriorated structure condition assessment, inspection, evaluation, rehabilitation and upgrading
  • Blast resistant design
  • Geotechnical engineering
  • Rotating equipment support structures and foundation analysis
  • Earthquake analysis
  • Civil infrastructure (roads, ponds and underground structures)
  • Marine Terminal (berths, structures, associated equipment etc.)
  • Chimneys and stacks civil aspects

  • Strong understanding of Facility Integrity Management Systems (FIMS) or similar programs
  • Experience in major facility turnaround planning and support
  • Experience in Contractor interface and Management (Inspection, etc.)
  • Understanding of defining and applying equipment criticality
  • Previous experience in equipment strategy and maintenance plan development, stewardship, and optimization
  • Demonstrated ability to leverage life cycle cost analysis tools, including selection of critical-to-quality variables, sources of data, etc. to guide selection of competing options to resolve reliability or performance issues on equipment.
  • Demonstrated ability to use data from systems such as SAP, PI, SCADA, etc. to enable more advanced optimization of work scope, cost/benefit, frequency, etc.
  • Strong computer skills, including MS Office - Excel, Word, PowerPoint, and Outlook.
  • Ability to learn new software related to centralized maintenance management system, integrity management systems, pulling data from historians, management of change software, etc.
  • Demonstrated ability to use emerging technologies to drive continuous improvement.
  • Exposure/understanding of the cryogenic natural gas processing, with preference in LNG; however, NGL or other hydrocarbon processing experience may be acceptable. Working knowledge of petrochemical industry practices for safety and permit to work.
