Experience using knowledge of work processes, operations, and programs to perform studies and evaluations, and make recommendations for changes and improvements (i.e., financial reporting issues); Experience using knowledge of management principles and processes to perform project management duties and effectively coordinate and integrate project objectives; skill in applying communication techniques sufficient to present plans and proposals convincingly and negotiate. OR You may qualify based on education as follows: A Ph.D. or equivalent doctoral degree in a field of study demonstrating the knowledge, skills and abilities to do the work of this position. OR Three (3) full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree in a field of study demonstrating the knowledge, skills and abilities to do the work of this position.
