Headquarters Allied Joint Force Command Norfolk (JFCNF) provides a resilient, static Joint headquarters to plan, prepare and conduct operations across all domains in peacetime, crisis and conflict, in order to support NATO's three core tasks, at the Joint Operational level, as directed by SACEUR.

The Finance Directorate (J8) is responsible for all financial management operations and the correct application of all appropriated and non-appropriated funds approved for use by JFCNF.

The incumbent is responsible to assist the Financial Controller and the Command Group in accomplishing HQ objectives by bringing a structured approach to improvement of the Command's risk management and internal control.

Principal Duties :
  • Advice and Support the Directorate of Finance (Financial Controller - FinCon) and the J8's Branch Heads (including the Head of the Travel Office) to review, assess and enhance the systems of internal financial and budgetary controls as well as building a program of internal control/risk management review, covering internal controls activities into a complex environment involving multiple directorates.
  • Advice and Support the Directorate of Finance and the J8's Branch Heads to review, assess and enhance the five components of Internal Control within Finance: Control Environment, Communication, Assessing and Managing Risk, Control Activities and Monitoring with the aim of achieving the following goals:
    • Safeguard of assets;
    • Reliability and integrity of financial information;
    • Compliance with managerial and command policies;
    • Assessing efficiency and effectiveness;
    • Accomplishment of Finance related goals and objectives;
  • In coordination with J8's Branch Heads, initiate, establish and maintain appropriate guidelines for a system of internal control within Finance Directorate including the revision of existing procedures and policies making sure that sound accountability practices are in place and in compliance with the NFRs and any other relevant internal instructions.
  • Support the Director of Finance and the J8 Branch Heads with the processes, risks and issues review while maintaining the risk register and issue log and monitoring the control activities.
  • On behalf of the Director of Finance, initiate, define, maintain, continuously review and assess the minimum standard of control across JFCNF that must be achieved in the areas of responsibilities of the FinCon, taking into account knowledge and expertise of good practices in the public and private sectors; this includes:
    • the definition of mechanisms for providing assurance that key controls are operating as designed;
    • the identification of internal control gaps and/or shortfalls;
    • the recommendation of areas of improvement;
    • the monitoring of the follow-up of audit findings when it pertains to the Financial controller's responsibilities;
    • the support to develop control self-assessment process;
  • Support the Director of Finance in exercising oversight and control on non-appropriate funds following the principles of internal control and maintain the proper level of controls embedded within FinS being the ERP ACO wide.
  • Organize/initiate and lead with the support of the risks owners (J8 Branch Heads) risk/internal control review (including analysis, assessment and follow-up) and provide guidance on the regular assessment of key risks, internal controls and assurance frameworks in a consistent manner.
  • Carry out independent evaluations of controls and ensure that controls are implemented correctly by checking samples within the finance area on behalf of the JFCNF FinCon; this can include site visits or specific requests by the FinCon in order to assess the proper level of assurance in control activities in a highly evolving environment.
  • Participate in meetings and/or workshops as part of the financial risk/internal control assessment process;
  • Interact with the JFCNF strategic risk management stakeholders in order to maintain situational awareness of developments in this area and provide consistent inputs to the strategic risk register.
  • Interact at working level with other stakeholders such as the JFCNF Internal Control officer, internal control officers in other HQs, JFCNF Division leaders and their staff and other points of contact involved in internal control/risk management activities.
  • Support the JFCNF FinCon to provide the contribution to ACO's Annual Statement of Internal Control (SIC) required under NFRs Article 12 ensuring that the results of the risk assessment and self-assessments are gathered, reviewed and being considered for the SIC production.
  • Exercise oversight and control on JFCNF non-appropriate funds following the principles of internal control;
  • Provide specific training on Internal Control/Risk Management/Fraud within JFCNF Finance Directorate.
  • On behalf of the JFCNF FinCon, act as the JFCNF Finance Directorate Fraud point of contact, participate in fraud investigation, reporting and follow-up activities.
Essential Qualifications / Experience:
  • University Degree in accounting, finance, management, business administration, public administration, engineering, economics, operations research, business process engineering or related discipline and 2 years function related experience, or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 4 years post related experience.
  • Financial management, control and stewardship of the assets and resources used in the provision of organisation support or IT services, ensuring that all governance, legal and regulatory requirements are complied with.
  • Practical and strong knowledge of Internal control/risk management practice including expertise into use of sampling techniques and statistical methods, controls in automated information systems.
  • Having the following certifications: CICS (Certified Internal Control Specialist), CGFM (Certified Government Financial Manager), CPFO (Certified Public Finance Officer), CPA (Certified Public Accountant), CIA (Certified Internal Audit) or equivalent
Language:

English - SLP 4343 - (Listening, Speaking, Reading and Writing)

Desirable Qualifications / Experience:
  • Experience related to responsibilities in Financial Management/control is a plus.
  • Knowledge and experience in the use of sampling techniques and statistical methods, controls in automated information systems.
  • Prior experience of working in an international environment comprising both military and civilian elements.
  • Knowledge of NATO responsibilities and organization, including ACO and ACT.

Supervisory Responsibilities:

Incumbent may be required to direct and supervise ad-hoc teams within functional area.

Professional Contacts:

The incumbent should be able to develop and maintain intense networking not only within JFCNF but with external stakeholders such as Finance staff in all ACO commands, internal auditors, risk managers and risk owners as well as similar functions in other NATO bodies.

Contribution To Objectives:

The incumbent will contribute to the assurance to be provided to the JFCNF FinCon and the Command group about the effectiveness of the internal control system leading to the issuance of the Statement of internal control as per the NFRs 12 (compliance objective).

Security Clearance

The successful applicant will be required to apply for and receive a NATO SECRET Security Clearance prior to final confirmation of contract and commencement of employment.

The incumbent may be required to undertake deployments in support of military operations and exercises, and/or TDY assignments, both within and without NATO boundaries. Such operational deployment may exceed 30 days duration up to 183 days in any period of 547 days and may be on short notice. For NATO International Civilian staff, acceptance of an employment contract linked to this post constitutes agreement to deploy in excess of 30 days if required.

Contract
  • Serving NATO International Civilian staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations.
  • Newly recruited staff will be offered a three year definite duration contract.
