Headquarters Allied Joint Force Command Norfolk (JFCNF) provides a resilient, static Joint headquarters to plan, prepare and conduct operations across all domains from Peacetime Vigilance Activities through Crisis, up to the Maximum Level of Effort (MLE), in order to support NATO's three core tasks, at the Joint Operational level, as directed by SACEUR.

The Command Group (CG) principals consist of the Commander (COM), Deputy Commander (DCOM) and Chief of Staff (COS). The Command Group provides and sustains operational level Joint command and control capabilities at the designated readiness states, so the COM can conduct the full range of assigned military operations throughout the assigned NATO Area of Responsibility (AOR) and beyond.

The Office of the Commander (OCOM) is responsible to SACEUR for contributing to the deterrence of aggression against NATO. The COM is to preserve the peace, security and territorial integrity of Alliance member states throughout the assigned Area of Functional Responsibility (AOFR).

The incumbent develops, directs, focusses and coheres the work of the JFCNF staff in the delivery of the NATO 2030 programme and related projects.

Principal Duties :
  • Advises the COS on alignment and compliance to NATO policy, concepts and strategy across all lines of development.
  • Maintains information-sharing and influence networks within JFCNF and across the NATO Command Structure.
  • Sets clear objectives and milestones to ensure coherence and oversight of all NATO 2030 programmes.
  • Acts as the JFCNF focal point for all NATO 2030 related issues and provides the interface between the requirements of the COS and the actions of DCOS Mgt to ensure coherence and effectiveness of staff effort.
  • Provides oversight and monitors programme delivery through, the JFCNF and wider NATO 2030 network, in accordance with the CG priorities.
  • Develops coordinated and coherent proposals for JFCNF Command Group decision and action.
  • Prepares, analyses, and manages the JFCNF inputs, including the reports, required by the Mission Capability Level Reporting System and contributes to other NATO 2030 BI-SC products, as required.
  • Coordinates the Command Group inputs to related strategic boards and working groups.
Essential Qualifications / Experience:
  • University Degree in management information systems, accounting, economics, finance, business administration, public administration, operations research, project management or related discipline and 4 years post related experience, or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 5 years post related and 2 years function related experience.
  • Minimum 5 years professional Staff experience in a large HQ, Joint Command, NATO/National HQ or large multi-national organisation.
  • Minimum 2 years' professional experience working directly with senior leadership.
  • Experience in the provision of senior management advisory services and working within diverse cross-functional teams.
Language:

English - SLP 4343 - (Listening, Speaking, Reading and Writing)

Desirable Qualifications / Experience:
  • Experience working with or for a major consultancy organisation engaged in complex programmes.
  • Experience in change management within an international organisation.

Personal Attributes:
  • Proven leadership skills and ability to operate with minimal supervision and communicate with confidence and credibility across the whole rank spectrum, including working to 3-star level. Capable of analytical and strategic thought; lateral thinking required. Analytical mind is needed to identify and evaluate complex and competing issues and that can develop imaginative yet still pragmatic solutions. Inter-personal skills must also be highly developed. The post holder will be working in different levels of audiences, including senior management level, representatives from Nations and NATO International Staff where different cultural values and styles exist. The holder will need to be able to work successfully with staff at all levels of the organisation, from the lower ranks during the analysis work up to the highest levels when presenting findings and recommendations. This requires tact, judgement and agility. High standards of personal and professional behaviour and moral courage are also needed, as not all reviews and recommendations will be welcomed. The holder will operate in organizational review teams with a degree of autonomy and will need to be able to present persuasive and cogent reports at appropriate level. Excellent communication skills are also a premium asset. A team player is also a key attribute.
Professional Contacts:
  • Works in close co-ordination with the CG, JFC staff, other NATO Headquarters and Agencies as well as senior national and international technical experts and scientists in a variety of specialisations. Executes duties and functions requiring frequent internal and external high-level contacts including co-ordination and negotiation with senior civilian and military host nation authorities. Supports JFCNF Leadership and represents, as required, JFCNF position at SHAPE and NATO Resource Committees to defend operational requirements across the three Resource Pillars (NSIP, MB, Workforce) and ensures proper work relationship with other ACO stakeholders.
Contribution To Objectives:
  • The incumbent of this post consistently supports and contributes to JFC HQs mission effectiveness and efficiency with timely and relevant advice to the CG on OA and related issues. Constantly monitors developments in operational analysis and research and advises on their application to current and future JFCNF' projects and programs. Furthermore the effectiveness of the incumbent's performance has a material impact on the NATO military budget and as such, is important to the maintenance of NATO's military capabilities.
Security Clearance

The successful applicant will be required to apply for and receive a NATO SECRET Security Clearance prior to final confirmation of contract and commencement of employment.

Contract
  • This position is linked to a specific NATO project and is for a limited duration of 3 (three) years only.
  • Serving NATO International Civilian staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations. Newly recruited staff will be offered a three-year definite duration contract.
