Position Overview Work directly supporting the Defense Counterintelligence and Security Agency embedded into one of their Directorates, assisting with the performance of financial management functions and actions. Assistance with training, administrative support, ABM support, and DAI support. Job Responsibilities Provide subject matter expertise and services that facilitate, support, and enable proactive financial management programs. Conduct acquisition planning in accordance with the DOD instructions. Define the scope of the requirement, prepare life cycle cost estimates that include all major components/phrases, develop Cost Estimating/Analysis techniques, and conduct cost research. Collect and analyze programmatic data, factors, and normalize collected data, perform regression analysis, and analyze impacts of market conditions on historical data. Perform "what-if" analysis on established cost models/databases. Analyze schedules and use time-phasing techniques. Apply basic knowledge of statistics, mathematics, operations research, engineering, finance, learning curve and rate theory, software cost estimating, and other quantitative methods. Document cost estimating, including the assumptions, data, techniques, and models, and defend cost estimates to various levels of leadership and decision-makers. Perform a wide range of acquisition, analytical technical, and advisory functions related to the budgetary process. Develop spend plan by consulting with the program manager to support the program schedule and establish targets. Interpret and apply acquisition Fiscal/Appropriation laws, policies, and directives as they align with the acquisition strategy. Anticipate and/or identify financial issues and their program implication and recommend adjustment and/or corrective actions. Qualifications Required Qualifications: Bachelor's Degree in finance, accounting, or a related field. 10+ years of experience in financial planning, analysis, and modeling. Proficiency in US government financial systems. Active Top-Secret Clearance. Preferred Qualifications Experience with the Defense Counterintelligence and Security Agency. Experience with the Department of Defense. Experience with ABM and DAI.
