Minimum Qualifications: Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. The specialized experience must demonstrate one year of full-time work experience , or the equivalent if part-time (for example, an employee working 20 hours per week for a 12-month period should be credited with 6 months of experience.) Experience may have been obtained in either the federal service or its equivalent with state or local government, the private sector, or nongovernmental organizations. Specialized Experience GS-14 Applicants must possess 1 year of specialized experience equivalent to the next lower level GS-13 or equivalent band level of responsibility in the Federal Service which includes using qualitative and/or quantitative methods to study program development and formulate guidance on data gathering and strategic planning, providing technical guidance on strategic organizational project management and policy issues, and evaluating resource requirements imposed by organizational demands. Time-in-Grade: Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service).
