To perform highly complex, administrative and analytical work in the areas of budget preparation and administration, fiscal management, grants administration, contracts administration, and special projects and studies; and to perform related work as required. The Senior Management Analyst is the advanced journey level class of the Management Analyst series performing highly complex administrative and analytical work. This position has significant responsibility above the journey level and performs work requiring significant independent judgment. The Position: The current vacancy is in the Finance Department and will be responsible for performing city-wide high level budget and fiscal management work. The ideal candidate will have experience working in a public agency performing fiscal management and analysis duties including budget preparation; developing and monitoring an annual operating budget; developing and monitoring a capital budget; and cross departmental project management. Essential Functions Functions may include, but are not limited to, the following: Perform advanced level administrative, operational, research and analytical duties in support of departmental activities or City-wide activities when assigned to the Finance Department. Perform a variety of highly complex analysis, studies and research projects including those regarding budget, finance and operational activities. Research, develop and prepare highly complex and program budgets. Maintain and monitor appropriate budgetary controls. Implement budgetary adjustments. Prepare written summaries and reports, financial analysis, chart and graphic presentations associated with the budget. Monitor and analyze revenue and expenditures. Analyze and evaluate the fiscal impact of activities. Perform short- and long-term fiscal forecasting incorporating department goals and objectives. Serve as departmental liaison to the Finance Department when not assigned to the Finance Department. Review and analyze the work of staff to determine the accuracy of fiscal calculations. Provide assistance in resolving operational and administration issues. Identify issues and conduct research to find alternative solutions. Make and assist in the implementation of recommendations. Conduct feasibility and cost benefit analysis and audits. Research, analyze and provide recommendations based upon findings. Coordinate, implement and monitor special projects within assigned area of responsibility. Perform complex research and analysis of new programs, services, policies and procedures. Prepare and present reports. Provide staff assistance to higher-level management staff. Prepare and present staff reports and other correspondence as appropriate and necessary. Plan, prioritize, assign, supervise and review the work of clerical, secretarial and/or technical/paraprofessional staff. Participate in the selection of assigned staff. Provide or coordinate staff training. Conduct performance evaluations. Work with employees to correct deficiencies. Implement discipline procedures. Evaluate operations and activities of assigned responsibilities. Recommend and implement improvements and modifications for work methods and procedures. Recommend and assist in the implementation of goals and objectives. Participate in the implementation of departmental strategic plan initiatives. Develop and monitor performance measures. Evaluate program efficiency and effectiveness. Plan, coordinate and evaluate activities associated with assigned contracts and agreements. Participate in research and evaluation of proposed contractual obligations and agreements. Participate in contract negotiations and administration. Monitor compliance with applicable contractual agreements. Evaluate operational needs for office or building space, office modification and equipment. Analyze current staff, equipment and space use. Coordinate installation and/or modification of facilities, systems and equipment. Approve purchasing activities for assigned department. Conduct research and recommend sources for supplies and equipment. Approve requisitions with purchasing requirements. Serve as a liaison with departments and other agencies. Work with consultants, community groups, and commissions. Make presentations as required. Evaluate and advise on the operations and activities of assigned responsibilities. Recommend improvements, changes, and modifications. Prepare various reports on operations and activities. Evaluate the impact of new and revised programs. Review and analyze proposed and existing legislation, ordinances, and resolutions for impact on assigned department. Participate in the development of short and long-range plans and programs as required. Research and identify potential grant funding. Assist in or prepare grants for final approval. Oversee the expenditure of approved grant program funds and prepare required progress reports or other reports needed for documentation of grants. Ensure that workflow progresses in an efficient and timely manner to meet the goals of the City. Develop manuals, forms, and procedural handbook, as needed. Prepare reports, agreements, requests for proposals, and correspondence. Prepare and review Council agenda statements. Attend Council meetings. Make presentations to Council as required. Build and maintain positive working relationships with co-workers, other City employees and the public using principles of good customer service. Perform related duties as assigned. Any combination of education and/or experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Three years of increasingly responsible related professional experience AND training equivalent to a Bachelor's degree from an accredited college or university with major course work in public administration, business administration, finance or a related field. A Master's degree is desirable. Knowledge, Skills and Abilities Knowledge of: principles and practices of public administration, including municipal budget preparation and administration; principles and methods of statistical measurement, cost analysis and fiscal planning; methods and techniques of data collection, analysis, interpretation and report preparation; methods and techniques of statistical and financial analysis; Federal and state laws, regulations, ordinances, codes, and regulations related to assignment; principles and practices of public sector contract administration; principles and practices used in grant development and administration; policies and procedures of assigned department; principles and practices of supervision, training and performance evaluation; computer equipment and software applications related to assignment; principles and practices of modern office methods and procedures; English usage, spelling, grammar, and punctuation. Ability to: perform a full range of responsible analytical and administrative duties in support of assigned programs, functions and department involving the use of independent judgment and personal initiative; on a continuous basis, know and understand all aspects of the job; analyze budget and technical reports; interpret and evaluate staff reports; laws, regulations and codes; intermittently analyze work papers, reports and special projects; identify and interpret technical and numerical information; develop and analyze operational and technical policies and procedures; research and analyze problems and prepare recommendations on a variety of issues; interpret, apply and explain pertinent Federal, state and local laws, codes and regulations as well as City and department policies and procedures; work independently and with minimal supervision; work with complete discretion and confidentiality; understand and follow oral and written instructions; prepare, coordinate and monitor budgets; prepare clear and concise administrative and financial reports; prepare, research, negotiate and monitor contracts and agreements; maintain confidentiality of privileged information; keep work related records and prepare reports using a computer; make sound judgments and decisions within established guidelines; organize and implement projects, operations, and activities related to work assignments; manage competing priorities; organize workload to ensure responsibilities are carried out in a timely manner; plan, assign, train and review the work of assigned staff; communicate with and coordinate with the public and other departments; perform the most complex work in area of assignment; establish and maintain cooperative-working relationships with those contacted in the course of work; work with various cultural and ethnic groups in a tactful and effective manner. Physical Demands and Working Conditions On a continuous basis, sit at desk for long periods of time; intermittently walk, stand, bend, squat, twist and reach while retrieving and/or returning files; perform simple grasping and fine manipulation; use telephone and use a keyboard to communicate through written means, review information and enter/retrieve data; and lift or carry weight of 10 pounds or less. See in the normal vision range with or without correction to read typical business documents and computer screens; hear in the normal range with or without correction. Primary work is performed indoors in a carpeted and air-conditioned office environment with fluorescent lighting and moderate noise level. Some movement is required from office to office and there is exposure to the external environment when going to outlying offices and meetings.
