Washington, United States Center on Budget and Policy Priorities Full time

The Center on Budget and Policy Priorities (CBPP) is a nonpartisan research and policy institute that advances federal and state policies to help build a nation where everyone — regardless of income, race, ethnicity, sexual orientation, gender identity, ZIP code, immigration status, or disability status — has the resources they need to thrive and share in the nation’s prosperity.

CBPP combines rigorous research and analysis, strategic communications, and effective advocacy to shape debates, affect policy, and inform effective implementation both nationally and in states. It works closely with a broad set of national, state, and community organizations to design and advance policies that promote economic justice; improve health; broaden opportunity in areas like housing, health care, employment, and education; and lower structural barriers for people of color and others in communities that continue to face systemic barriers to opportunity. CBPP promotes policies that will build a more equitable nation and fair tax policies that can support these gains over the long term. CBPP also shows the harmful impacts of policies and proposals that would deepen poverty, widen disparities, and worsen health outcomes.

The Senior Financial Analyst, Grants Administration, reporting to the Senior Director of Financial Planning and Analysis, will support organizational accountability to donor requirements for all grants. The Senior Financial Analyst will ensure all grant administration needs are met through the alignment of cost proposals and grant budgets with CBPP’s strategy, finance and internal control procedures, and relevant donor rules and regulations. This role is expected to partner strategically with fundraising, program, and finance personnel on financial compliance matters and to actively support operational activities across the organization.

Responsibilities:

Ensure financial compliance with all grants and similar agreements awarded to CBPP.

Monitor spending throughout the grant or contract term to support leads on full compliance with donor requirements and financial reporting. Keep the Senior Director for Financial Planning and Analysis and program managers updated on tracking and reporting.

In partnership with Development Team staff, monitor and track development calendars to ensure compliance with funder deliverables and other requirements.

Prepare and review interim and final financial reports in compliance with funder requirements.

Ensure financial reports are appropriately supported by transactions in the financial system of record.

Collaborate with the Development Team to prepare cost proposals for funding CBPP initiatives.

Review all awarded grants and similar agreements to determine the impact on CBPP’s sources and uses of grant funding.

Collaborate with accounting staff to ensure accurate allocation of expenses and release of grant funds to maximize the use of grant resources and to ensure payments are received on time and in the amount expected. Notify the Chief Financial Officer and the Senior Director when discrepancies are identified.

Collaborate with internal users of grant data to maintain and continually improve the grant budget development and financial reporting systems and processes.

Support organization-wide budget preparation, administration, reporting, and analysis as directed by the Senior Director of Financial Planning and Analysis.

Qualifications:

Bachelor’s degree in accounting and/or finance; at least seven years of experience in all aspects of grants management and administration for restricted Foundation grants, including preparation of funder financial reports in a nonprofit environment.

Demonstrated knowledge of Foundation contractual/grant agreements and best practices related to accounting, budgeting, funding, and reporting requirements, including portal submissions.

Experience participating in the process of submitting large-scale, complex proposals of multi-million-dollar value with proven success.

Experience using Microsoft Office 365, including advanced Excel skills.

Experience with budget and planning systems and tools.

Demonstrated analytical and problem-solving skills.

Strong attention to detail and accuracy, mathematical aptitude, and oral and written communication skills.

Must be a self-starter and possess the ability to serve as a resource for Development, Finance and program personnel.

A commitment to CBPP’s mission to improve the well-being of low- and moderate-income people and advance racial equity as part of CBPP’s work.

CBPP is operating on a hybrid work schedule of two in-office days (Tuesday and Wednesday) per week as well as the first Thursday of each month in our Washington, D.C. office.

This position reports to the Senior Director of Financial Planning and Analysis.

Terms of Employment: Full-time; exempt

Bargaining Unit Status: This is not a bargaining unit position.

Compensation: Salary for the role starts at $83,739 annually and goes up to $110,000, with the exact salary to be determined based on total relevant experience; excellent benefits (including health insurance, vision and dental coverage, life and long-term disability insurance, retirement, MERP, and DCAP), and generous vacation, sick leave, and holiday schedules.

Please upload a cover letter and resume. In your cover letter, please include a discussion of what draws you to CBPP’s mission.
