Position Overview:

The Metropolitan Washington Council of Governments (COG) is seeking a knowledgeable and detail-oriented Grants Program Analyst to support the administration of the Enhanced Mobility of Seniors and Individuals with Disabilities Program. This program is funded through the Federal Transit Administration (FTA) and plays a vital role in enhancing transportation options for vulnerable populations.

Key Responsibilities:

  1. Assist in the oversight of program budgets to ensure alignment with project objectives.
  2. Monitor contracts with subrecipients, ensuring timely and quality deliverables while addressing any financial discrepancies.
  3. Utilize grants management software to gather and analyze quarterly and annual progress reports from subrecipients.
  4. Support the preparation of financial documentation for annual budgeting processes.
  5. Review financial data from internal systems and identify discrepancies to ensure accurate reporting.
  6. Track project billings and collections, monitoring expenses incurred by subrecipients.
  7. Engage with stakeholders to address financial management concerns and facilitate compliance.
  8. Coordinate the collection of compliance documents for program vehicles and ensure adherence to FTA requirements.
  9. Maintain organized project contract files to effectively track budgets and expenditures.
  10. Assist in the administration of program solicitations and related events.
  11. Build and maintain strong relationships with contractors and public/private sector organizations.

Qualifications:

The ideal candidate will possess:

  • A minimum of three years of relevant experience in project or program management.
  • A Bachelor's degree in Public Policy, Public Administration, Nonprofit Management, City and Regional Planning, Business, or a related field.
  • Strong analytical skills and the ability to manage complex programs effectively.
  • Excellent written and verbal communication skills, with the ability to foster collaboration among diverse stakeholders.
  • Proficiency in using office software and familiarity with federal grant management systems.
