Position Overview:
The Metropolitan Washington Council of Governments (COG) is seeking a dedicated professional to serve as a Grants Program Analyst. This role is integral to the management and oversight of the Enhanced Mobility of Seniors and Individuals with Disabilities Program, funded by the Federal Transit Administration.
Key Responsibilities:
- Assist in monitoring and evaluating program budgets to ensure alignment with project objectives.
- Oversee subrecipient contracts, ensuring timely and high-quality deliverables while addressing any financial discrepancies.
- Utilize grants management software to gather and analyze quarterly and annual reports from subrecipients.
- Support the preparation of financial documentation for the annual budget.
- Review financial data from COG's management systems, identifying and addressing discrepancies.
- Track financial reports related to project billing and collections, monitoring subrecipient expenditures.
- Engage in discussions regarding financial management issues, representing the department effectively.
- Coordinate compliance documentation for program vehicles, ensuring adherence to federal requirements.
- Maintain organized project contract files to track budgets and expenditures efficiently.
- Review insurance requirements from subrecipients and facilitate necessary approvals.
- Gather and assess annual FTA Certifications and Assurances from program participants.
- Participate in site visits and inspections to ensure compliance with program standards.
- Assist in the administration of bi-annual program solicitations and related events.
- Collaborate with subrecipients to collect necessary compliance documents for review.
- Monitor and report on Disadvantaged Business Enterprise (DBE) spending.
- Contribute to the preparation of the Annual Rolling Stock Report.
- Establish and nurture professional relationships with contractors and relevant agencies.
Qualifications:
The ideal candidate will possess:
- A minimum of three years of relevant experience in project or program management.
- A solid understanding of transportation planning processes and federal grant compliance.
- A Bachelor's degree in Public Policy, Public Administration, or a related field.

- Excellent verbal and written communication skills.
