JobOverview:

This position provides fiscal management services for the agency, including budget development, allocation, monitoring, and training with a primary focus on the agency's capital program and work in base budget programs as assigned by the Chief Financial Officer. Also manages external funding established outside of the legislative process. This involves reviewing agreements and establishing authority following state and federal statutes and guidelines. Provides support for the bureau in all steps of the legislative process to include fiscal note management and tracking.

Job Duties:

Analyze budgets for all state special revenue sources with multiple statutory restrictions and program requirements; federal, trust accounts, soft funding with different guidelines; and funding sources that apply to multiple divisions or areas.

1.Manage all miscellaneous funding received from federal, state and private entities.

a)Prepare and submit all Budget Change Documents (BCDs) to the OBPP for all contracts, memorandums of understanding, and private donations following state statutes and OBPP guidelines.

b)Review contracts for source of funding to determine correct fund for accounting activities in SABHRS. Review contracts to ensure provisions exist to recover indirect costs as required under the overhead policy

c)Use OBPP guidelines to establish and manage all modified FTE. Work with OBPP, program, and payroll staff to ensure all positions are established or incumbents are terminated from unauthorized positions.

d)Review budget amendments to determine which meet the criteria for inclusion in HB4 for continuing appropriations. Track HB4 and work with OBPP staff to ensure all BA's are included in the bill and no spending authority is lost.

e)Reconciles Agency trust accounts and provides reports to Division Administrators and staff.

2.Provide backup and support for the Department's capital budget.

a)Assist in the development of a funding plan for the department's capital program including construction projects and land purchases. Ensure that the capital projects are funded appropriately from the department's over 60 diverse funding sources by complying with all statutory restrictions of each funding source

b)Work in conjunction with the Budget Analyst assigned to Design & Construction to monitor appropriations and manage spending authority to ensure oldest authority is spent first.

c)Coordinate with OBPP to establish all capital appropriations on SABHRS and prepare any BCDs necessary to manage the funds.

3.Manage FWP's carry forward authority

a)Calculate carry forward authority annually following statute and OBPP guidelines. Submit all BCDs needed to establish and manage the authority. Use SABHRS to maintain project budgets and monitor expenditures.

A.Special Projects, Legislative, Training, and Other Duties

1.Coordinate with the Accounting, HR, and Centralized Support Services (CSS) Bureaus to develop agency accounting information, position information, appropriations, and budget documents.

2.Provide assistance and support tracking the legislative budget process including BARS development and tracking.

3.Coordinate the development of fiscal notes, serving as the initial point of contact for all fiscal notes.

Qualifications

Knowledge, Skills and Abilities:

A thorough knowledge of governmental accounting and budgeting principles, theory, and procedures; the Statewide Accounting, Budgeting and Human Resource System (SABHRS); Excel spreadsheets; and federal and state laws and regulations as they relate to the department.

Ability to compile data and to prepare reports.Must have ability to interpret contracts, financial records, rules, and policies.

Basic knowledge of the complex laws and regulations associated with the earmarked funding sources used by the Department of Fish, Wildlife and Parks and how they affect the department's budgeting process.

Basic knowledge of the executive budgeting process, the legislative appropriations process, and the long range building program process.

Ability to explain and defend decisions, effectively communicate verbally and in writing, follow written and verbal instructions, and establish and maintain effective working relationships with department and other agency personnel.

Minimum Qualifications {Education and Experience):

The knowledge, skills, and abilities of this position are typically attained through a combination of education and experience equivalent to two years of course work in business administration, finance or a related field and two years of job-related work experience. Other combinations of education and experience will be considered on a case-by-case basis.

Experience with Statewide Accounting, Budgeting, Human Resources System (SABHRS) is preferred.
