The National Institute for Innovation in Manufacturing Biopharmaceuticals (NIIMBL) is a public-private partnership whose mission is to accelerate biopharmaceutical innovation, support the development of standards that enable more efficient and rapid manufacturing capabilities, and educate and train a world-leading biopharmaceutical manufacturing workforce, fundamentally advancing U.S. competitiveness in this industry. NIIMBL is part of Manufacturing USA®, a diverse network of federally sponsored manufacturing innovation institutes, and is funded through a cooperative agreement with the National Institute of Standards and Technology (NIST) in the U.S. Department of Commerce with significant additional support from its members.

NIIMBL's Workforce Team seeks a Workforce & Talent Program Engagement Manager to join the team. Under the general direction of the Workforce Director, the Workforce & Talent Program Engagement Manager will work collaboratively with the Workforce Team, cross-functional personnel, and a large network of members and external partners to develop, implement, nurture, and grow value-adding programs focused on understanding and responding to the talent needs of the biopharmaceutical manufacturing ecosystem. The Workforce and Talent Program Engagement Manager will work with a wide range of external stakeholders including, but not limited to multinational biopharmaceutical manufacturing companies, universities, community colleges, non-profits, community-based organizations, and government agencies.

Major responsibilities:

  • Lead and/or provide support for the execution, expansion, and growth of new and existing NIIMBL workforce initiatives and programs to ensure the biopharmaceutical manufacturing industry can attract, hire, and retain a skilled and diverse workforce; includes responsibility for annual program management, project management, and coordination with internal centers of expertise (e.g., communications, business operations, member engagement, sponsored programs).
  • Build strong collaborative relationships with biopharmaceutical manufacturing industry stakeholders representing talent acquisition, human resources, and technical hiring managers as well as a vibrant community of academic and non-profit partners to understand needs and champion innovative solutions.
  • Support and lead all aspects of the program development and management lifecycle to ensure success, to include cross-functional team management, timeline and milestone development, risk mitigation, program policy and procedure documentation, as well as evaluation and reporting.
  • Forge collaborative external partnerships with organizations aligned with NIIMBL's workforce program goals and growth needs including national and regional non-profit, community-based organizations, workforce intermediaries, as well as HBCUs and MSIs.
  • Research biopharmaceutical manufacturing labor market information, careers, career paths, and skills sufficient to inform work and offer expertise to the broader member community.
  • Facilitate in-person and virtual workshops and listening sessions.
  • Partner with NIIMBL's Workforce team to guide strategy and prioritization of work.
  • Prepare reports, publications, and presentations for internal and external audiences.
  • Represent NIIMBL's Workforce Team by presenting and engaging at conferences and events.
  • Collaborate and partner on cross-functional NIIMBL teams to ensure the successful completion of workforce and talent-related publications, events, and initiatives.
  • Perform other duties as assigned.
Qualifications:
  • Bachelor's degree from an accredited college or university in a relevant discipline
  • Minimum of 5 years demonstrated experience in workforce development, diversity and inclusion, non-profit program management, education and training, and/or talent acquisition roles focused on life science, STEM and biotechnology.
  • Demonstrated competency in program and project management with a keen ability to get things done and implement ideas into action.
  • Knowledge of workforce and talent challenges in the biopharmaceutical manufacturing industry, including career paths, skills, and competencies, is preferred.
  • Excellent written and oral communication, inter-personal communication, analytical, organizational, management, and negotiation skills are required.
  • Ability to develop, coordinate, implement, and document project and program timelines, while managing multiple tasks concurrently and prioritizing among competing needs.
  • Ability to collect, analyze and interpret data and information from various sources.
  • Ability to communicate effectively with both internal and external partners on a variety of technical and administrative topics.
  • Demonstrates an understanding and consideration of the differing needs and concerns of individuals with varying identities, cultures, and backgrounds.
