This position is responsible to plan, organize, schedule, coordinate, supervise, oversee and execute special events and programs for the City including but not limited to, business, social, cultural, and athletic activities for City residents and visitors. The incumbent works in a fast paced, dynamic, high impact position working closely with the Marketing Manager, as well as various City departments and local organizations to coordinate and execute a variety of special events in various venues within the City. Position requires flexible hours and may work nights, weekends, and holidays as needed.

Duties and Responsibilities

The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary.
  • Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
  • Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.
  • Creates detailed run of show for events and manages on-site production to ensure smooth execution of events including critical decisions, regarding event management and oversight in the field as related to staffing, event logistics, event control, emergency management, safety and breakdown.
  • Assures that all groups and organizations holding an event that has been co-sponsored by the City of St. Cloud are given assistance with planning, coordinating and implementing their events as needed.
  • Assist with the planning, coordination and implementation of City of St. Cloud co-sponsored special events including coordination of efforts among other City Departments.
  • Creates, amends and enforces all policies and procedures specific to special events and venues.
  • Administers the fee waiver program; a program that allows not-for-profit and/or governmental agencies to request waivers of City fees necessary to put on special events at a City facility or venue.
  • Prepare and maintain periodic and special records, reports and correspondence; prepare and monitor budgets; recommend operational and budgetary improvements for special events.
  • Coordinates functions activities and events with the Marketing Manager, community leaders and non-profit groups; develops partnerships in the community for cooperative programs.
  • Coordinates all aspects of event requirements with the Marketing Manager, Parks & Recreation staff, other departments, and outside agencies as needed, through frequent meetings and communications, from the planning stages through completion of the event.
  • Acts as liaison between the Marketing Manager and the event point of contact throughout the event to ensure needs are met; checking details, monitoring quality, identifying discrepancies, taking corrective actions, directing and supervising staff and ensuring quality customer service.
  • Completes "After Action Reports" in a timely manner, providing copies to affected departments.
  • Assists applicants with permits, generally with information on requirements of the code pertaining to Special Events.
  • Performs related work as assigned.

Minimum Education and Experience Requirements

Requires an associate's degree in Leisure Services or related field supplemented by four (4) years of experience in Banquet and Special Events Management, planning and executing special events, community activities or related activities; OR an equivalent combination of education, training, and experience which provides the required knowledge, skills, and abilities.

Must possess and maintain a valid state driver's license with an acceptable driving history.

Physical Requirements:

Mathematics:

Language Ability:
Ability to read and interpret documents such as safety rules, budgeting documents, fitness manuals, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence in English. Requires the ability to speak with and before others with poise, voice control and confidence. Requires the ability to prepare reports, records, correspondence etc., with proper format, punctuation, spelling and grammar, using all parts of speech. Must be able to communicate effectively and efficiently.

Reasoning:
Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.
