The Infrastructure Management Branch, Facilities Section seeks to hire a mid-level, DR-02 Lead General Engineer in Albuquerque, NM. The AFRL Facilities office is responsible for approximately 149 buildings and 880K SF at Kirtland AFB. This office acts as an extension of the base Civil Engineering and works closely with the 377th MSG/CE to develop projects which support the Air Force Research Laboratories mission. The incumbent will serve as the Team Lead for the Facilities Management Section and will advise the Chief, Facilities Management Branch on overall facilities planning, programming, design, and construction for all AFRL Space Vehicles and Directed Energy facilities projects on KAFB and GSUs, as well as lead the project management team of the Facilities Management Section.
  • Position duties include, but are not limited to:
  • Leads and enables technical planning, programming, design, evaluation, budgeting, coordinating, advising on, reviews, administering, and researching the planning and programming, design, construction, alteration, rehabilitation, or restoration of: buildings, laboratories, facilities, utilities, infrastructure, energy reduction overall area and master plans including space utilization.
  • Leads and enables development of requirements for Laboratory Revitalization projects, Military Construction (MILCON) projects, and the Operations and Maintenance (including sustainment, restoration, and modernization), including all geographically separated units (GSUs).
  • Leads, assists, and/or participates in all tactical and strategic planning for the short- and long-range facility and environmental needs of the Space Vehicles and Directed Energy Directorates of AFRL; integrates tactical and strategic planning of world-class research and development infrastructure based upon anticipating Air Force and Space Force requirements and leveraging national activities.
  • Prepares, reviews, or directs development briefings and decision papers which inform AFRL and peer organizations across the AFRL, Space Force and Air Force facilities engineering community on the status and advances in these programs.
  • Uses knowledge of Air Force/Space Force Civil and Facilities Engineering fields to respond to changing priorities within the Department of the Air Force/Space Force and lead in a dynamic, team-oriented environment; and performs other duties as assigned.
  • Mentors project managers/designers, review all technical work and provide guidance while simultaneously managing MILCON, large and small acquisition facility projects.

Required Qualifications

  • Ability to obtain and maintain a Secret security clearance
  • A bachelor's degree in an architecture or engineering discipline. To be acceptable, the curriculum must: (1) be in a school of engineering or architecture with a curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering or accredited architectural curriculum.
  • Applicants must have at least one (1) year of specialized experience at the next lower grade of GS-12 or equivalent in other pay systems.
  • Applicants must have the ability to plan, organize, and manage the functions and staff of the organization, including the ability to effectively apply agency personnel, safety, and security regulations, practices, and procedures.
  • Applicants must have 3 years of design and project management experience including facility new construction, repairs ,and renovations using engineering and architectural principles, and/or facilities project DoD planning and programming, design, cost estimating, and construction.
  • Applicants must have knowledge to research, analyze, and interpret high-level S&T facilities guidelines and instruction including AFRL, DoD, OUSD, and SAF directives and instructions requiring adaptation and/or interpretation for application to issues or problems.
  • Applicants must have the ability to communicate effectively both orally and in writing, including the ability to effectively negotiate complex issues and maintain good working relationships.
  • Applicants must have knowledge of working effectively with US Army Corps of Engineers and be able to guide design teams on construction of laboratories and support facilities.
  • Applicants must manage projects for new laboratory facility construction as well as renovations, and improvements to real property facilities. Knowledge of surveillance over construction contractors utilizing a professional knowledge of general engineering and knowledge of architecture to ensure overall compliance with contracted specifications, schedules, etc. is advantageous.
  • Applicants must have knowledge to plan, program, budget, and execute required laboratory facility projects in support of assigned science and technology programs.
  • Applicants must have knowledge to provide consulting services and project coordination with AFRL leadership and end users.
  • Applicants must have knowledge to coordinate projects with other architects and/or engineers in a variety of disciplines, architects, and planners as well as contracting officers, AFRL organization representatives, and design/construction agents.
  • Applicants must have knowledge of complying with health, safety, and environmental rules and procedures and perform work in a manner that enhances the safety of the work environment.
  • Applicants must have knowledge of design and construction contracts, SAF and AFRL guidance on in-house AFRL service contracts, and management of funding with external agencies.
