Receives formal classroom and/or on-the-job training. Experience Required 0-3 Years Position Duties/Responsibilities The incumbent will be given assignments designed to develop the knowledge of, and skill in applying established fundamentals of Human Resources Management (HRM) laws, principles, policies, systems, methods, procedures, and regulations sufficient to identify interrelated problems, draw conclusions and make recommendations for appropriate courses of action. Work assignments are typically clear-cut and designed to provide experience in a variety of labor and employee relation matters. The incumbent works under closer supervision and works performing assignments and completing training. The supervisor or higher graded specialist is available for assistance on controversial issues or problems encountered. The supervisor reviews finished work and methods used to ensure technical accuracy and compliance with instructions or established procedures. Guidelines are typically directly applicable to assignments. The guidelines prescribe established procedures and techniques and provide clear precedents. The incumbent uses judgment in selecting and applying the most appropriate guide(s). Assisting with advisory services in the functional areas of employee relations and performance management programs at FRCSE. Participation in various special projects may be required. The duties may be in support of individual service teams or may be organizational-wide in scope. He/she may assist with investigations and resolution of problems or coordinating processes on a variety of matters. Assists with the administration of the HR programs within the LER Branch and other serviced organizations. The incumbent administers or assists with the administration of Work/Life Programs for the Commands employees, including Disabled Veteran Leave, Paid Parental Leave, COVID Leave, Family & Medical Leave Act, Voluntary Leave Transfer Program, Telework, Employment Verification, Public Service Loan Forgiveness, Unemployment Compensation, CEAP, and other areas that affect work operations. Gains familiarity and provides guidance and assistance in applying Federal statues and Department of Labor (DOL) regulations, court decisions, Department of the Navy (DON) and Naval Air Systems Command (NAVAIR) policies, and other regulatory sources in support of HR programs. Assists with the preparation of procedural guidance for use throughout the command and other serviced organizations. Prepares reports and briefs related to HR program management functions such as: Assists with and provides technical guidance and advice to managers and employees on their rights and responsibilities, processes claims, and tracks the status of claims and claimants. Assists with the planning, developing, and presenting of basic and refresher training in Federal Benefits programs. Minimum Salary 39,576 Maximum Salary 94,317
