See below for more information on this exciting opportunity and apply to join Credence today The Junior Budget Analyst provides analytical services to USAID's Global Health Bureau, Office of HIV/AIDS (OHA), as an institutional support contractor under the GHTASC contract. The Junior Budget Analyst supports the budgetary components of the annual planning process for field programs and assists with providing budget execution guidance and support for Mission programs. The Junior Budget Analyst helps to interpret and analyze financial data and liaises with and provides support to other teams on budget-related issues. This position will support the OHA Budget Branch. The Budget Branch leads OHA's internal budget analysis and financial oversight functions. The Branch provides USAID and USG budget and financial offices, including GH's lead policy office (GH/PPP), with PEPFAR-specific information to ensure that fiduciary responsibilities related to PEPFAR are carried out in accordance with established organizational and federal statutes, policies, procedures and regulations. The Branch oversees and monitors the Office's day-to-day financial activities, informing the OHA leadership of key financial and budgetary issues relevant to the effective and efficient operation of programs. The Branch leads in conducting analyses of the budgetary aspects of PEPFAR program planning and implementation, contributing to interagency analysis of obligation, outlay, and pipeline data. The Branch leads in all aspects of financial and budgetary reporting consistent with applicable procedures and regulations. Salary Range: Full salary range for this position is $62,260 to $94,640 per year, with the starting salary determined based on candidate's knowledge, skills, experience, as well as budget availability. Responsibilities include, but are not limited to the duties listed below: Help coordinate the budget allocation process for field programs. Assist in the design and maintenance of budget spreadsheets and databases to support budgets and budget tracking. Liaise with and provide support to other Bureau and Office teams on budget-related issues. Track funds transfer and allocation process including funds distributions. Assist in reviewing, analyzing, and modifying budget estimates and resource funding requests for completeness and conformance with policy and guidelines. Provide virtual or in-country support to Missions during their budget formulation process. Train and provide technical assistance on tracking and analyzing obligations, outlays, and pipeline to field Mission budget contacts. Provide accurate and timely budget information for decision-making. Perform data entry and compile datasets for financial and/or programmatic analysis. Research, identify, analyze, and update financial and/or program information. Support working groups, country teams, and A/CORs in financial program analysis duties. Travel internationally and/or domestically, as necessary. Other duties as assigned. Education, Requirements and Qualifications: Master's degree and 1 year of relevant experience, Bachelor's degree and 3 years of relevant experience, Associate's degree and 5 years of relevant experience, or High School Diploma and 7 years of relevant experience. US citizen or US permanent resident with the ability to obtain and maintain Facility Access is required. For Permanent Residents, this means having resided in the US for at least 3 of the past 5 years. Expertise in the use of Microsoft Excel and the ability to work with large and complex spreadsheets and pivot tables as well as VLOOKUP, SUMIF functions, data sorting and filtering, and basic chart creation. Experience in detailed work with complex budgets and financial information. Some experience or interest in federal government budget management is preferred. Strong organizational skills and detail-oriented working style. Excellent analytical and communication (written and verbal) skills. Demonstrated ability to work well with all levels of internal management and staff, as well as outside stakeholders and partners. Experience and/or familiarity with federal budget processes is desired. Ability to travel internationally and/or domestically approximately 5-10%, as needed.
