THE JOB We are recruiting a new Senior Grants Administrator to join our team and drive grants and contracts management, leading the fiscal administration of a five-year, $12 million federal grant. This grant focuses on advancing community-driven urban forestry in Seattle’s most in-need areas, starting with low-canopy heat islands affected by environmental pollution and socioeconomic inequities. You will lead all aspects of grant compliance, financial management, contract administration, and data analysis and reporting. You will work directly with community-based organizations and City partners to support compliance with Federal and City policies and to measure outcomes. Your work will play a pivotal role in ensuring the effective stewardship of grant funds and supporting evidence-based decision-making. This is a Sunset position that receives full benefits with a term until the end of 2028. Responsibilities: Financial Responsibilities: Provide financial management and analyses for complex grants and projects. Forecast and monitor various spending plans across multiple funding streams and partners. Create and maintain financial/budget compliance tracking tools and reporting procedures. Provide budget preparation and interpretation support and consultation. Reconcile grant expenditures and other budget allocations with Finance Manager. Grants Management Lead Role: Act as the expert on federal grants, ensuring compliance. Develop grant administration policies and procedures. Prepare compliance and status reports for leadership. Ensure timely submission of grant reports. Collaborate with program staff and external partners. Identify and implement tools and processes to improve grant administration and reporting. Contract Management Work: Take an inclusive approach to developing and managing contracts with sub-recipients and consultants. Monitor and process invoices. Data and Evaluation: Establish data collection systems to collect, analyze, and report on program outcomes. Train partners on reporting financial and outcome data using Excel, Tableau, and ArcGIS. To be effective, you will have the following experience and expertise: Financial Analysis: Managing and analyzing finances, monitoring spending plans, and budgeting. Grant Compliance: Ensuring adherence to federal grant rules and guidelines. Contract Administration: Developing and managing contracts, ensuring policy compliance and supporting sub-recipients with varying levels of federal grants experience. Reporting and Evaluation: Organizing and analyzing program data to inform decisions. Technical Proficiency: Using software tools for statistical and spatial reports. Minimum Qualifications: In addition to the skills and experience listed above, this job requires the following (or a combination of training, experience, or education that provides the skills needed to perform the job): Five years of professional experience in budget management, financial analysis, accounting, or related work. Four years of professional experience in budget management, financial analysis, accounting, or related work AND an associate degree in business or public administration, finance, accounting, or a related field. Three years of professional experience in budget management, financial analysis, accounting, or related work AND a bachelor’s degree in business or public administration, finance, accounting, or a related field. This overtime eligible position is classified as a Finance Analyst, Senior. The salary range for this classification is $50.12 - $58.37. New employees begin at Step 1 of the pay progression, which is $50.12/hr. Current City employees starting rate of pay will be based on Personnel Rules regarding promotions. We offer a hybrid schedule, which offers remote work three days per week. Why work at the City?
