SUMMARY: A full range of human resource services and support for county departments reporting to the Board of County Commissioners, and to include other county departments upon request. Such services and support include, but are not limited to, benefits, employment, data entry, HRIS maintenance, training, and employee services.

ESSENTIAL DUTIES AND RESPONSIBILITIES: include the following. Other duties may be assigned:
  1. This position is responsible for assisting the HR Director in providing human resource services and support to those departments reporting to the Board of County Commissioners, as well as upon request, to those departments reporting to other elected officials.
  1. The HR Generalist may assist the HR Director in providing the BOCC with information on matters pertaining to human resources management issues.
  1. The Human Resource Generalist will assist the HR Director in coordinating the onboarding hiring process, new hire orientation, and other trainings when needed.
  2. This position shall provide support for all (BOCC) recruitment activity such as the maintenance of applications and job descriptions, and upon request, for departments reporting to other elected county officials. The Human Resources Generalist shall offer direction and guidance to hiring supervisors, and be available for consultation with human resource contacts reporting to other elected officials, as well.
  1. The position provides support to the HR Director with Benefits task and serves as a Benefit Coordinator; the position may be a point of contact for employee's benefits.
  1. Assist the HR Director in serving as a resource to employees and leadership in HR practices including FMLA, ADA, Leave, FLSA, EEOC, etc., and coordinate efforts between employees, managers, and other departments in the management of FMLA, workers compensation, disability, and reasonable accommodation.
  1. Assists the HR Director with topics regarding human resources transactions, policies, procedures, administrative rules, State and Federal laws, and Human Resources best practices.
  1. Advises HR Director of situations requiring the District Attorney's Office to issue an opinion on legal matters that may adversely impact the county (i.e. federal and/or state statutes).
  1. Assists the HR Department with data entry into the HR system. Ensuring that HRIS is maintained for top management information needs. Oversees, maintains and manages human resource recordkeeping for regulatory and statutory compliance.
  1. Maintains records required by law or local governing bodies, or other departments.
  1. Other related duties may be assigned.


SUPERVISORY RESPONSIBILITIES: This position does not directly supervise any other positions; however, this position shall provide support to human resource representatives in other BOCC managed departments and assist with providing direction in human resource activities in those areas.

EDUCATION and/or EXPERIENCE:

Minimum Qualifications
  • Bachelor's degree in human resources or another related field.
  • Three years of experience in professional level human resources.
  • Equivalent combination of education and experience.
Preference will be given to candidates who possess
  • Masters degree in human resources or related field.
  • PHR, SHRM
LANGUAGE SKILLS: Ability to work with mathematical concepts such as probability and statistical inference. Incumbent has the ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

REASONING ABILITY: Incumbent has the ability to apply principles of logical or scientific thinking to a wide range of intellectual and practical problems. Incumbent has the ability to deal with nonverbal symbolism (formulas, scientific equations, graphs, musical notes, etc.), in its most difficult phases. Also, has the ability to deal with a variety of abstract and concrete variables.

CERTIFICATES, LICENSES, REGISTRATIONS: Membership in Human Resource organizations and societies, desirable.

  • Office setting with a computer for a large percentage of the workday.
  • Occasional travel may be required. May assist and/or attend events.
  • Ability to stand for 6-8 hours when attending events, occasionally lift 20lb. paper and be able to sit or perform duties on a computer for 6-8 hours


PHYSICAL DEMANDS (continued):

While performing the duties of this job, the employee is regularly required to talk, or hear. The employee is frequently required to sit, use hands to finger, handle or feel; and reach with hands and arms. The employee is occasionally required to stand; walk; and stoop, kneel, crouch, or crawl. The employee must occasionally lift and/or move up to 20 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.

SAFETY: The employee shall be knowledgeable about, and follow the County's safety policies and procedures. They should immediately report (i.e. during current shift) any accidents, unusual occurrences, or any other safety-related issues to their supervisor.
