The City Manager’s Office is seeking a dynamic and motivated Management Analyst to be part of our dedicated team In this role, you will engage in a range of responsibilities, from entry-level to advanced tasks in communications, public engagement, financial, budgetary, analytical, and administrative functions, providing essential support to our department. We are looking for a candidate who is not only highly motivated but also possesses strong analytical and critical thinking skills. While experience in municipal government is highly desired, we also value excellent written and verbal communication, computer proficiency, and organizational skills. A collaborative spirit and the ability to work effectively within a team are essential for success in this role. The City Manager’s Office offers strategic leadership and professional management across the entire City government, working closely with the City Council to implement policies that enhance the quality of life in Encinitas. We are directly responsible for several key citywide programs, including Communications and Outreach, Mobility, Economic Development, Legislative Affairs, and City Council support. The following examples may illustrate the general nature and level of work performed by incumbents: Contribute to the City’s communication efforts, such as creating and coordinating social media content for the City, preparing and editing e-newsletters, updating department webpages, and assisting with the Annual Report and State of the City. Prepare and administer assigned programs, agreements, requests for proposals and quotes, and various special projects. Perform research and offer administrative support within the department to ensure efficient operations. Engage in project and policy analysis by conducting research, identifying and addressing key issues, and summarizing findings. Aid in budget preparation, analysis, and administration. Prepare and assist in the preparation of City Council agenda items, reports, and grant applications. Conduct presentations to various audiences, effectively communicating key information. Work independently and as part of a team on department programs, projects, and activities. Perform other related duties as assigned. Knowledge of: Applicable Federal, State, and Local laws, codes, rules, and regulations Principles of community outreach Budgeting principles Contract management principles and practices Research and statistical methods Project management method Analytical methods Report writing techniques Skills in: Intermediate to Advanced level skills in MS Word, Excel, Outlook and PowerPoint Developing requests for proposals and quotes Preparing, administering, and monitoring budgets Writing reports Proposing, writing, and/or setting up contracts, agreements, and/or grants Monitoring compliance with applicable governmental regulations Managing projects Collecting, compiling, analyzing, organizing, and presenting data Communication, interpersonal skills as applied to interaction with coworkers, supervisor, the general public, etc. sufficient to exchange or convey information and to receive work direction Bachelor’s Degree in a related field and three years of related professional staff support, or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above. A Master’s degree is preferred.
