The Role

The City Manager's Office is in search of a proactive and skilled Management Analyst to contribute to our committed team. In this capacity, you will undertake a variety of tasks ranging from foundational to advanced levels in communication, public involvement, financial management, budget oversight, analytical assessments, and administrative support, playing a vital role in our department's operations.

We seek a candidate who demonstrates high motivation alongside robust analytical and critical thinking capabilities. While experience in municipal governance is preferred, we also appreciate exceptional written and verbal communication skills, proficiency in computer applications, and strong organizational abilities. A collaborative mindset and the capacity to work effectively within a team are crucial for thriving in this position.

The City Manager's Office provides strategic direction and professional management throughout the City government, closely collaborating with the City Council to execute policies that improve the quality of life in Encinitas. We are directly accountable for several essential citywide initiatives, including Communications and Outreach, Mobility, Economic Development, Legislative Affairs, and City Council support.

Key Responsibilities (including but not limited to)

  • Assist in the City's communication strategies, including the creation and coordination of social media content, preparation and editing of e-newsletters, updating departmental web pages, and supporting the Annual Report and State of the City.
  • Manage and oversee assigned programs, agreements, requests for proposals and quotes, and various special projects.
  • Conduct research and provide administrative support within the department to ensure smooth operations.
  • Engage in project and policy analysis by performing research, identifying key issues, and summarizing findings.
  • Support budget preparation, analysis, and administration.
  • Prepare and assist in the creation of City Council agenda items, reports, and grant applications.
  • Deliver presentations to diverse audiences, effectively conveying key information.
  • Work independently and collaboratively on departmental programs, projects, and activities.
  • Perform other related duties as assigned.
Knowledge and Skills Required:
  • Understanding of applicable Federal, State, and Local laws, codes, rules, and regulations.
  • Familiarity with principles of community outreach.
  • Knowledge of budgeting principles.
  • Experience with contract management principles and practices.
  • Proficiency in research and statistical methods.
  • Understanding of project management methodologies.
  • Ability to apply analytical methods.
  • Competence in report writing techniques.
Minimum Qualifications:

A Bachelor's Degree in a relevant field and three years of related professional staff support experience, or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the position. A Master's degree is preferred.
