IFC - a member of the World Bank Group - is the largest global development institution focused on the private sector in emerging markets. IFC's Transaction Advisory Services team (CTA) helps national and municipal governments in developing countries partner with the private sector to improve people's access to quality public services, such as education, health care, electricity, transport, and water and sanitation. CTA does this by conducting detailed due diligence on projects and helping governments design PPP transactions, take them to bid, and finalize PPP agreements between the public and private partners.

CTA is seeking a Communication Officer within the World Bank Group with strategic communications and risk management experience to join our team on a one-year Development Assignment (DA). Reporting to the CTA Principal Investment Officer and the Communications Lead for CTA, the DA candidate will form part of the CTA Communications team, with a focus on directly supporting our project teams in assessing stakeholder and political risks on their projects and provide guidance to project teams and clients on managing these risks. This will include participating in project milestone operations meetings and helping project teams identify and manage stakeholder risks during project development and implementation. The DA candidate will primarily work directly with technical teams in LAC, AFR and Europe, but will also coordinate and collaborate closely with the Senior Stakeholder & Risk Management Advisor, who focuses on MCT and Asia-Pacific regions closer to Asia time zone.

The DA candidate will also work with the CTA Regional Managers, CTA technical teams and sometimes directly with client governments. The Consultant can be based either in Washington, DC. or a country office. If a candidate from a country office is selected for the DA, they will continue to operate from their country office during the Development Assignment.

Duties and Responsibilities
CTA is looking for an experienced, high-performing, energetic team member who possesses adaptability and flexibility in contributing to the work program through upstream project support. This job is for someone who has strong inter-personal, strategic thinking, and communications skills, is experienced in project-level work, and thrives in a rapidly changing environment.

Main responsibilities will include the following:
• Assessing political and stakeholder risks for projects upstream in the project development process.
• Providing guidance and support to project teams and clients during project implementation that will contribute to managing risks and helping projects reach a successful close.
• Reviewing key project documents, participating in project milestone meetings, developing ToRs and assisting with recruiting and managing communication consultants in project countries to identify and manage reputational risks and enhance stakeholder engagement efforts.
• Providing strategic advice and technical support to the Director of CTA, CTA management, and project teams for CTA's global communication and business development efforts.
• Working closely with the Communications Lead for CTA and the Risk and Public Affairs team to flag reputational risks, support timely crisis response efforts, share relevant technical information for briefs, and provide talking points or other materials as required.
• Coordinate with CTA Communications team to tell story of select projects that demonstrate operational success through transaction briefs and other materials.

Selection Criteria
• Bachelor or Master's degree in a relevant discipline (e.g. political economy, communications, or other field related to development) with a minimum of 8 years work experience in international relations, public affairs, strategy, communication, change management, or another related field. Prior experience working with government agencies or community groups, especially in the infrastructure field, an asset.
• Demonstrated ability to lead and manage relationships with critical internal and/or external high-risk constituencies to foster strategic partnerships and to mitigate reputational risks.
• Proven ability to think strategically and rapidly analyze diverse information from varied sources and an ability to learn, adapt, and to be innovative as new challenges arise.
• Ability to effectively manage sensitive stakeholder and communications challenges that may involve reputational risk to the institution and/or affect the ability of the organization to achieve its objectives.
• Self-motivated, creative, excellent organizational skills, proven ability to perform multiple tasks.
• Excellent interpersonal skills with a willingness to work in a team environment.
• Excellent English writing and editing skills.
• Understanding of MDBs, including the World Bank Group, its policies and operations; basic understanding of current development topics and issues.

Note: This is a Development Assignment based in Washington, DC for an initial duration of 12 Months. Only Term/Open Appointment Staffs are eligible to apply for this DAIS position.
