The Human Resources Generalist reports to the Director of Employee Experience & EEO Officer, providing general HR support across various functions, including recruitment, employee and labor relations, leave administration, unemployment and policy implementation. Duties & Responsibilities

Uses independent judgement to ensure the goals of the Department ofEmployee Experience, and the Chief People Officer (CPO) are achievedby all units of the Department of People and Culture. Manages the City’s employee leave programs and policies in accordancewith Federal and State law, policy and collective bargaining agreements. Manages citywide attendance by reviewing HR processes, identifying problems,and initiating remedial action. Coordinates management team activities to ensure proper follow-up, and timelycompletion within established deadlines. Prepares forms, correspondence, and materials as required by the CPO. Manages and tracks unemployment insurance claims, reads all decisions todetermine if additional action is necessary. Updates the HR web page and prepares presentations using PowerPoint or othersoftware programs. Works closely with department directors, legal counsel, executive and mayoral staff, media, elected officials, union officials, and the general public regarding inquiries, complaints, and requests for information. Supports the department by updating and disseminating City polices andprotocols at the direction of the Director of Employee Experience & EEOOfficer. Manages departmental tracking for programs including the disability retirementprocess, the CDL testing program, employee leaves of absence, the annualsnowplow drivers and inspectors’ lists, license verification, and conductsrandom drivers’ license verification. Performs tracking and administration ofother programs managed by the HR Department as directed. Works with the department and HRBP to formulate metrics to illustratesuccesses and areas for improvement, identify trends and enhance overallservice delivery, predictability, and transparency. Supports employee benefit/total rewards education efforts via writtencommunication, presentation, and troubleshooting as needed. Supports departmental training efforts, and DEIB including learning anddevelopment messaging, scheduling, and delivery as required. Supports targeting talent recruitment efforts as directed by CPO. Prepares recruitment materials in collaboration with the Department of Talent. Performs other related duties as required. Minimum Qualifications | Knowledge, Skills & Abilities:

Bachelor’s Degree from an accredited college or university with a major inbusiness administration, communications, human resources, organizationaldevelopment, labor relations or a related field; and a minimum of three (3) yearsexperience as an executive assistant performing diverse and complex tasksrequiring a high level of skill and confidentiality; or a combination ofsubstantially equivalent education and experience. Advanced knowledge of word processing, spreadsheet, email and calendarsoftware commonly used in an office environment. Familiarity with concepts, practices, and procedures applied to the management ofhuman resources including employee relations, hiring, and State and Federalemployment and labor laws. Ability to establish priorities, perform multiple tasks, meet deadlines and workindependently with minimal supervision. Must have excellent verbal, written communication, and oral presentation skills. Must have strong computer and analytical skills; must be proficient with HRIS. Ability to manage complex and sensitive personal information confidentially andwith discretion. Must be able to perform all essential functions of the job.
