Electric Rate Analyst/ Resource Planning Consultant (100% REMOTE)

Where you are located: **REMOTE- for East Coast Utility Client in Pittsburg, PA (EST hours, minimal travel to client site once or twice, starts with a 3 month contract trial)

Summary

Our client is updating their Utility system and needs to hire an Electric Rate and Resource Consultant for an initial few months to provide expert analysis and strategic advice on the development, update and implementation of their electric rates and resource planning tool. This role involves evaluating the cost of service, rate design, regulatory compliance, and resource allocation to ensure optimal pricing strategies and efficient use of resources. The consultant will work closely with regulatory bodies, stakeholders, and internal teams to align the company’s pricing and resource management practices with industry standards and regulatory requirements.

Qualifications:

Minimum of 3 years of experience within the utility industry in rate analysis and resource planning

Technical Skills: Strong analytical skills with proficiency in rate modeling and resource planning tools. Familiarity with regulatory compliance requirements.

Project Management: Proven ability to manage multiple projects simultaneously, with a focus on meeting deadlines and achieving objectives.

Regulatory Knowledge: In-depth knowledge of regulatory processes and requirements related to electric rates and resource planning.

Communication Skills: Excellent verbal and written communication skills. Ability to clearly present complex technical information to diverse audiences.

Education: Bachelor’s degree in Economics, Finance, Engineering, Business Administration, or a related- degree preferred.

Key Responsibilities:

  • Rate Analysis and Design:
  • Develop and implement electric rate structures that comply with regulatory requirements and support the company’s financial goals.
  • Conduct cost-of-service studies and rate design analyses to determine appropriate pricing strategies.
  • Provide expert advice on the allocation of costs to different customer classes.
  • Analyze historical data and forecast future trends to recommend adjustments to rate structures.
  • Design dynamic pricing models, including time-of-use rates, demand charges, and incentive programs for energy efficiency.
  • Resource Planning:
  • Evaluate and recommend strategies for resource allocation to ensure efficient and reliable electric service.
  • Analyze the impact of various resource planning scenarios on rates and financial performance.
  • Collaborate with internal teams to integrate resource planning with overall business strategy.
  • Assess the financial and operational impacts of integrating renewable energy sources and new technologies.
  • Develop long-term resource plans that consider demand growth, regulatory changes, and market conditions.
  • Regulatory Compliance:
  • Ensure all rate and resource planning activities comply with local, state, and federal regulations.
  • Prepare and file necessary documents with regulatory agencies.
  • Stay informed about regulatory changes and their potential impact on rates and resource planning.
  • Stakeholder Engagement:
  • Engage with stakeholders, including regulatory bodies, customers, and internal teams, to discuss and clarify rate structures and resource planning initiatives.
  • Participate in public hearings and workshops related to rate cases and resource planning.
  • Technical Support:
  • Provide technical input and validation for projects related to rate design and resource planning.
  • Develop and review decision-making guides to help staff distinguish between standard and nonstandard services.
  • Assist in the development and review of the Allocation of Cost Manual and other relevant documentation.
  • Project Management:
  • Lead and contribute to projects related to electric rates and resource planning.
  • Coordinate with other subject matter experts and critical reviewers to ensure project objectives are met.
  • Participate in project kickoff and workshop meetings, clarifying technical aspects and expected outcomes.
