The purpose of this classification is to assist with the daily administration of Municipal Court operations. Work includes collecting and reporting court-related data and involves compiling, reviewing, analyzing, and evaluating data, and preparing statistical and narrative reports. The following duties are normal for this classification. The omission of specific duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned. Specific duties listed may not be required for all positions within this classification, but are determined by the normal requirements for the particular position. Provides direction, guidance and assistance to employees; provides training as needed; responds to employee problems/concerns; assists in supervising, selecting, hiring, counseling, and disciplining employees. Coordinates daily work activities; organizes, prioritizes, and assigns work; develops work schedules; monitors status of work, inspects completed work, and troubleshoots problem situations. Ensures compliance with all laws related to initial appearance and probable cause hearings for defendants. Supervises receipt and docketing of funds, daily bank deposits, and accounting for funds; verifies daily payments and deposits; ensures deposits are made to appropriate funds; reports financial data to finance department and various state agencies; supervises collection of past due payments to court and service of writs of arrest; supervises receipt of cash bonds and monitors disposition of same. Assists Municipal Court Administrator with various departmental and court-related operations; assists with preparation of annual budget; assists in implementing new court rules, changes, and modifications; assists with proper processing of court records and documents to appropriate agencies; assists in courtroom during court sessions; executes general and special assignments. Supervises organization and preparation of court dockets and all necessary forms and files; reviews documents processed by subordinates to ensure accuracy; discusses errors and recommends methods for corrective action. Issues warrants, subpoenas, notices, and other legal documents. Exercises legal authority as a Municipal Magistrate; officially signs legal documents per authority granted by Administrative Office of Courts and by Municipal Judge. Provides assistance to the judiciary, attorneys, defendants, and the general public; answers telephones; responds to questions and complaints regarding court operations, policies, and procedures; researches information as needed. Operates a computer to enter, retrieve, review, or modify data; utilizes word processing, spreadsheet, database, or other software programs. Assists in developing and prescribing procedures and definition of terms for collecting workload data, performance measures, and other court related data. Attends meetings; represents court administrator at various meetings; serves on court-related committees as needed. Maintains current knowledge of relevant changes in laws and local ordinances as pertains to daily operation of the court; maintains professional affiliations; attends workshops and training sessions as appropriate. Provides backup coverage for absent personnel as needed. Must accomplish the essential functions of the job, with or without reasonable accommodations, in a timely manner. Incorporates continuous quality improvement principles in day-to-day activities. Recommends policies and procedures that guide and support the provision of quality by the Department. Must be able to maintain good interpersonal relationships with staff, co-workers and managers. Performs other related duties as required. Bachelor's degree from an accredited college or university with coursework majoring in business or public administration, government, computer science, statistical analysis, research methodology, sociology, criminal justice, or related field; supplemented by at least two (2) years experience in compiling, analyzing, and interpreting statistical data; or any equivalent combination of education, experience, and/or training which provides the requisite knowledge, skills, and abilities for this job. Must obtain certification as a Magistrate within three (3) years of employment. Must obtain NCIC certification within one (1) year of employment. Must possess and maintain a valid driver's license. The following requirements are normal for this classification. Specific requirements may not apply to all positions within this classification, but are determined by the normal requirements for the particular position. PHYSICAL REQUIREMENTS: Must be able to operate a variety of automated office equipment including computer, printer, copy and facsimile machines, calculators, typewriters, and shredding equipment. Physical demand requirements are at levels of those for sedentary work. DATA COMPREHENSION: Requires the ability to compare and/or judge the readily observable functional, structural, or compositional characteristics (whether similar to or divergent from obvious standards) of data, people, or things which may include legal, statistical, and financial data. Ability to prepare clear and concise reports and correspondence. Produce data graphs, charts, and tables using court related data gathered from court software. INTERPERSONAL COMMUNICATION: Requires the ability to speak with and/or signal people to convey or exchange legal, administrative, or financial information, including giving/receiving assignments and/or directions to/from co-workers, assistants, managers, or supervisors as well as communicating with judicial agencies, law enforcement personnel, and the general public. LANGUAGE ABILITY: Requires ability to read a variety of legal, statistical, and administrative documentation, directions, instructions, and methods and procedures. Requires the ability to write job related documentation and reports with proper format, punctuation, spelling and grammar, using all parts of speech. Requires the ability to speak with and before others with poise, voice control, and confidence using correct English and well-modulated voice. INTELLIGENCE: Requires the ability to learn and understand relatively basic legal and administrative principles and techniques, to understand departmental policies and procedures, to make independent judgments in absence of supervision, and to acquire and be able to expound on knowledge of topics related to primary occupation. VERBAL APTITUDE: Requires the ability to record and deliver information, to explain procedures, and to follow verbal and written instructions. NUMERICAL APTITUDE: Requires the ability to add and subtract, multiply and divide, calculate decimals and percentages, determine time and weight, interpret charts and statistical data, and perform statistical calculations. FORM/SPATIAL APTITUDE: Requires the ability to visually inspect items for proper length, width, and shape using job related equipment. MOTOR COORDINATION: Requires the ability to coordinate hands and eyes in using automated office equipment. MANUAL DEXTERITY: Requires the ability to handle a variety of items, automated office equipment, control knobs, switches, etc. Must have the ability to use one hand for twisting motion or turning motion while coordinating other hand with different activities. Must have minimal levels of eye/hand/foot coordination. COLOR DIFFERENTIATION: May require the ability to discern color. INTERPERSONAL TEMPERAMENT: Requires the ability to deal with and relate to people beyond giving and receiving instructions. Must be able to adapt to and perform under minimal stress when confronted with an emergency.
