Job Summary The ideal candidate will possess technical and advisory services support with a FAC-COR Level III certification. Working with IT and Acquisition Management personnel to develop contract Statements of Work, Acquisition Plans, Technical Evaluation Plans, and Business Evaluation Plans, while analyzing, evaluating, and advising management on the effectiveness of programs and/or efficiency of contracts. Major Duties In this Acquisition Business Specialist position, you will serve as an Acquisition Business Specialist responsible for providing technical support for acquisition life cycle activities related to FEMA's acquisition as well as strategic initiatives related to FEMA's acquisition. This position is in Washington, DC, in the Office of the Chief Information Officer (OCIO), Business Management Office, IT Financial Management Division, Contract Management Branch which is responsible for providing acquisition related customer, business, and strategic operations services. Typical assignments include: Adhering to contracting rules, regulations, and protocols used to review, research, and resolve complex issues related to acquisition and financial aspects of projects. Developing and implementing new systems and analysis techniques to monitor the contract/financial status of resources. Analyzing and evaluating the effectiveness of the contract program goals and objectives. Implementing & maintaining program financial and project management processes, financial controls, and validating day-to-day cost data to the schedule. Planning, negotiating, leading, and/or administering complex procurements of goods, systems, or services with specialized, state-of-the-art, critical, or scarce requirements in support of IT activities. Supporting FEMA's participation in department-wide strategic sourcing initiatives.
