Position Description

Military Administrator -- Provide and support NAWCWD and Echelon 4 and 5 commands Active Duty and Reserves military personnel in all aspects of pay, personnel, travel, and administrative related matters. Serves as the central Point of Contact for the Command in the areas of military personnel matters.

Initiates studies and analysis to plan resource allocation and requirements, define organizational deficiencies, and resolve administrative issues. Prepares briefing materials and reports in support of NAWCWD military processes and procedures. Directs and oversees military personnel functions, such as job assignments, staff promotions, and career counseling, recruiting, identifying training needs and develop and manage educational programs. Serves as an advisor to senior management and key internal/external agency stakeholders on all military personnel matters. Guides a team of military personnel members in the support of squadron operations and Navy programs, processes and objectives.

Implements and evaluates the military administration and personnel policies for the organization. Has detailed knowledge and understanding of governing military personnel directives, resource management, and other administrative policies, procedures, and regulations by DoD and DoN to ensure compliance with requirements, guidelines, and objectives.

Responsible for finalizing and management of all military personnel actions for all military personnel assigned to NAWCWD to include:

Command military onboarding and checkout policy creation and execution. Generates and analyzes and follows up on completion of a monthly administration tracker for the Commander, Vice Commander and Command Master Chief and advises on correspondence and administrative Naval message traffic not limited to but to include ALNAVs, NAVADMINs, and ALPACs. Shall coordinate military Command correspondence and provide additional/alternate support with administrative correspondence to the Commander, Vice Commander, Chief of Staff, Executive Assistants and the Senior Leadership Team. Collaborates and coordinates with the military manpower team. May be required to assume administrative Command collateral duties such as the Personally Identifiable Information program, FOIA coordinator, Naval History, etc.

Makes decisions based on the Commander’s guidance and intent in the area of military personnel and administrative management. Keeps abreast and ensures the implementation of new policy statements, regulations, and directives issued by higher headquarters concerning administrative and personnel activities. Comprehensive knowledge of Navy Accountability and Assessment System (NFAAS), Navy Standard Integrated Personnel System (NSIPS), Master Military Pay Account (MMPA), BUPERS Online (BOL), Navy Department Awards System (NDAWS) and various other administrative programs and systems interface. Thorough understanding and experience working with Navy administrative policies and guidance including Navy Performance Evaluation system, Navy Correspondence Manual, Navy Awards Manual, and Navy Protocol Manual. As the Military Command Pay and Personnel Administrator (CPPA) submits pay/personnel/ administrative transactions to the specific functional supporting TSC’s (San Diego, Norfolk, Pensacola, Naples) via eCRM Salesforce and resolves ongoing/pending issues. Facilitate the check-in/check-out of incoming and outgoing military personnel (gains, transfers, separations/retirements). Processes Selected Reservists on Active Duty for Operational Support (ADOS)/Recalls to Active Duty and on Annual Training (AT) and Active Duty Training (ADT) Reservists. Performs roles as the Command Level Access Manager, Command Leave Administrator, Command Separation Specialist/Reviewer and Command RED/DA. Plans, schedules and coordinates military evaluations, testing, fitness reports (FITREPS), retirements and separations. Processes awards in accordance with applicable guidelines and timelines. Reviews, authorizes, and approves travel authorizations and vouchers on “Actual Expense” in DTS.

Serves as the "on site" representative of Pay and Personnel (PAYPERS) Team under the cognizance of Navy Pay and Personnel Support Center (NPPSC). As the designated Command Pay and Personnel Administrator (CPPA), serves as the critical link between the individual Sailor, the command, and the supporting personnel support organization, Transactional Support Center (TSC San Diego, Norfolk, Pensacola, Naples ) and Travel Processing Center (TPC Memphis) . Facilitate Navy pay, personnel, and travel transactions through Transaction Online Processing System (TOPS) and to seek resolution when issue arise by reaching out to Functional Support Center which include the Defense Finance and Accounting Service (DFAS) and Navy Standard Integrated Personnel System (NSIPS) Helpdesk if necessary. Systematically researched the Master Military Pay Account (MMPA) and Automated Disbursing System (ADS) for more complex pay and travel related issues.

Additionally, maintains administrator privileges for both the Command e-Leave Program and Command Separation/Retirement Program, simultaneously assigned role as Command Separation Specialist and Command Reviewer ensuring proper documentation and accurate information are submitted in accordance with current policies, procedures, and system capabilities.

Responsible for completion of awards process performed in the newly established BUPERS Online - Navy Department of Awards Web Service (BOL-NDAWS)which changes the way that awards are routed, signed, and uploaded in Official Military Personnel File (OMPF). Familiarization navigating the new application, amplifying guidance of SECNAVINST M-1650.1 (series), and coordination with subordinate commands helps achieve the confirmation of awards. Processing foreign military awards requires external routing to other government agencies which involves the Naval Criminal Investigative Service (NCIS) and the U. S. Embassy of awardee's home country for concurrence. Additionally, serves as the point of contact for Navy Family Accountability and Assessment System (NFAAS) and perform the Commanding Officer Representative (COR) duties ensuring the command is in compliance with the mandated tasking on personnel accounting during times of catastrophic events and emergencies. Develops training syllabus for current and incoming military administrative personnel to properly meet advancement guidelines for career progression.

Provides oversite and serves as a Defense Travel System (DTS) Approving Official for approximately 200 military personnel, ensuring orders for large military detachments are appropriate, necessary and in accordance with DTS regulations. Coordinates with organizations outside of NAWCWD for both national and international travel.
